SENIOR IT PROJECT SPECIALIST
Job Description APPLICANTS MUST BE PERMANENT IN THE COMPUTER SPECIALSIT SOFTWARE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE. Under general supervision of the Senior Director of Systems Development & IT Support, (Computer Systems Manager, NM-II), with wide latitude for the exercise of independent initiative and judgment, the Computer Specialist (Software) IV, functions as Systems Development Manager oversees the development, implementation, enhancement, maintenance, and security of simple to extremely complex web-based applications, scheduled batch processes, database management systems and/or ad-hoc reports related to OCSS. The position serves as in-house expert for the aforementioned areas, coordinates the work efforts of multiple ongoing development or reporting projects for various units of OCSS as well as with other non-HRA agencies, encompassing multiple areas of information processing technology. Supervises the development unit of the agency who is engaged in work related to above functions. In the temporary absence of the Director, will perform the duties of that position. The Office of Child Support Services (OCSS) is requesting to fill Computer Specialist SW IV who will: - Lead Team & Coordinate Design & Analytics teams involved with gathering business & functional requirements by providing direction/facilitating good working relationships/conveying information/promoting cooperation, to enhance achievement of mutual/ independent work objectives. - Strategize & plan for the assignment of resources, propose solution blueprint, estimate Level of Effort, co-ordinates & reviews day to day activities of development units. Use the right tools and analysis to uncover root causes to business challenges, identify opportunities, make recommendations and implement solutions. - Lead teams responsible for requirement gathering, analyzing procedures, rules and State and Local regulations to ensure proposed system business rules adhere to such regulations by serving as a Subject Matter Expert (SME) on Business solution Applications portfolio from start to end, to ensure a smooth, speedy, and effective bug free delivery to its end users. Application maintenance and support of software for end users. - Prepare technical/administrative recommendations for executive management to inform and influence decision making and practices in the formulation of decisions having impact on other areas of OCSS Systems Administration regarding the upstream and downstream impacts of systems modifications and enhancements, to ensure the integrity and efficiency of all OCSS solutions and to help ensure the efficient use of Agency assets and resources Work Location: 150 Greenwich Street, New York NY 10007 Hours/Schedule: 9am to 5pm Qualifications (1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or (2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in “1" above, including one year in a project leader capacity or as a major contributor on a complex project; or (3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project. NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification requirements. Special Note To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.
