SENIOR LEVEL ACCOUNTING & FINANCIAL LEADER
Summary You will serve as the Senior Level Accounting and Financial Leader in the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller) for the Department of the Navy. Responsibilities You will provide executive leadership and oversight for developing, implementing and monitoring/testing Navy standard business practices across a geographically dispersed accounting and financial operations. You will develop, recommend, approve and monitor training program approaches and related actions to establish and maintain standard business practices across the Navy. You will guide the efforts to standardize DON business processes to improve the accuracy and reliability of financial and business information at a low cost while supporting DON commitment to audit readiness. You will provide advice and guidance on audit readiness and assurance activities to senior members of the Navy staff, administers the departmental-level quality assurance programs. You will actively participate in various functional elements within the DON to continue to modernize their business practices, ensuring the financial events are generated in compliance with accounting standards. Requirements Conditions of Employment Qualifications QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Knowledge in the fields of accounting, financial management, comptrollership and internal controls. 2. Knowledge of accounting and reporting systems. 3. Knowledge of the Department of Defense planning, programming budgeting, and financial reporting systems, and management and program control. 4. Experience that demonstrates the ability manage a large complex enterprise-wide change management initiative. Demonstrated ability and skill to communicate and brief high-level audiences, conduct independent research, present logical arguments, and convey findings in a succinct and compelling manner. Education Additional Information This position is a Senior Level position in the federal government. Senior Level employees are in non-executive positions whose duties are broad and complex enough to be classified above GS 15 level. Senior level positions involve highly specialized and complex work.
