As the Senior Logistics Analyst (Submarines) located in Washington, D.C., you will report to PMS 396L2, Programmatic and Business Management APM (NH-IV-CP, GS-14 equivalent) who is responsible for the execution of logistics basic business in support of the In-Service SSGN/SSBN Fleet and the oversight of data collection and metrics management, budget development and execution, programmatic documentation, Maritime Industrial Base (MIB) engagement, Counterfeit Material Program Management and working group facilitation and participation all fall under the cognizance of PMS 396L2. Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.
In this role, you will:
Be responsible for ensuring that SSGN/SSBN systems are fielded and sustained in a manner that reduces the likelihood of supply chain risks – from initial design to component provisioning, through system fielding and sustainment to final item disposal. Throughout this process, supply chain risks will be identified (sole source, capacity challenges, etc.) and mitigation strategies will be identified and resourced to support improved performance. Priortize aligning with the Maritime Industrial Base team to identify and propose Supplier Development Funding (SDF) or other options for DoD Investment.Identify problem parts and development other manufacturing capabilities, to reverse engineer, produce, and distribute, away from traditional sources and outside fleet concentration areas. Apply seasoned management and business principles to analyze and promote promising opportunities.Engage relevant stakeholders to include applicable NAVSEA Technical Warrant Holders and end-users to ensure that investments will be compatible, feasible, and technically acceptable.Review presentations, briefs, and formal correspondence for NAVSEA review and final approval.
Maintain applicable Plans of Actions and Milestones (POA&M) as directed/required.
Interface with stakeholders to identify, assign, and track action items, leveraging initiatives to benefit submarine sustainment support.
Collect information and provide recommendations to senior decision-makers through well-written documents.
Communicate with various Program Office representatives within NAVSEA, SSP, United Kingdom, contracting entities and other Department of Navy organization in supporting PM concerns.
Coordinate with the technical community and develop white papers and presentations for the Government and the Navy on program status or issues impacting the program.
Provide Subject Matter Expert (SME) support and assist the Government with technical analyses, inquiries, research, testing, data validation for any matters relating to US/UK submarines.
Provide analysis and metrics for issues that arise in the Program (i.e., late delivery analysis, delay claim analysis, and other availability issues).
Conduct Meeting Administration (generate and distribute agendas, minutes, action items, etc.).
Organize and maintain Program tracking files/tools on program status, actions items and issues.
Provide Logistics review and analysis of change proposals, design improvement proposals, drawing changes, technical manual development, and lifecycle supportability/sustainment considerations.Provide review and analysis of risk mitigation issues with respect to new design proposals resulting from Reduction of Total Ownership Cost initiatives.Conduct analyses of HM&E/NPES subsystem development plans, cost proposals, Logistics, and other technical documentation.Support the team in performing additional duties and responsibilities as assigned. To be successful in this role you will have:
A current or active DoD Secret security clearance.US CitizenshipA Bachelor’s degreeAn Associates Degree and 2 years of additional experience will be considered in lieu of Bachelor's degree or a High School Diploma/GED and 4 years of additional experience will be considered in lieu of Bachelor's degree.8 years of experience (Experience with Navy acquisition and/or In-Service Programs highly preferred)Expert knowledge of the Federal Supply System to include comprehensive knowledge of Integrated Logistics Support (ILS) concepts, policies, procedures and techniques, and their application to weapon system acquisition, management and sustainment.Familiarity with current Defense Industrial Base challenges.Ability to develop new vendors and industrial capabilities PMS 396 can leverage to reduce supply chain risks.Working knowledge of various databases utilized in accomplishing the research to develop and Maritime Industrial Base performance such as Navy Enterprise Resource Planning (N-ERP), Haystack, Procurement Integrated Enterprise Environment (PIEE), Product Data Reporting and Evaluation Program (PDREP), the In-Service Submarine and Sustainment Reliability Portal (ISARP) and the Government-Industry Data Exchange Program (GIDEP).Provide Logistics review and analysis of change proposals, design improvement proposals, drawing changes, technical manual development, and lifecycle supportability/sustainment considerations.Ability to be a team player; works well with others; contributes positively to work/team environment while continually seeks ways to enhance contribution to the team.Strong customer, interpersonal and organizational level communication (written and verbal).Strong command of the Microsoft Office Suite programs, to include Excel and PowerPoint.Proficient written communication skills (e.g., drafting program impact statements and Congressional Appeals)Experience leading a project and interfacing with an end item customer.Ability to travel up to 25% of the time.Additional desired experience and skills:
Active-Duty experience in submarine service is a plus.Recent experience in Team Submarine and/or SSP would be ideal.Knowledge of contracting vehicles and contracting processes. Ability to work closely with engineering entities to relay requirements and be linkage between Navy engineering requirements and industry partners. In compliance with the District of Columbia’s Equal Pay for Equal Work Act, the salary range for this role is $101,342.27 to $164,679.85; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
