Under the United States (U.S.) Army Intelligence and Security Command (INSCOM) Global Intelligence Logistics and Engineering (GILE) program, Team V2X will provide: global multi-disciplined engineering; facilities; sustainment and maintenance of non-standard (non-Program of Record) and Program of Record intelligence systems to include the integration of new intelligence technologies and capabilities; Portal management; hardware design and integration; network management; technology development and application; and supply chain / logistics support to INSCOM, U.S. Army Cyber Command (ARCYBER), Army Intelligence, Joint Forces, Combatant Commands, and the Intelligence Community (IC). Team V2X will enable INSCOM’s mission of anticipating requirements and employing innovative techniques to equip and sustain Soldiers, Civilians, systems, and facilities. As a dedicated partner to INSCOM G4, Team V2X is committed to enhancing readiness as part of Combined, Joint, and IC interdependent teams supporting tactical, operational, and strategic intelligence units, personnel, ground and aerial intelligence equipment, operation facilities, and infrastructure from multiple CONUS and OCONUS locations. This position is contingent upon successful contract award to V2X. #clearance Responsibilities Review, coordinate, collaborate and synchronize operational orders and contingency plans to ensure logistics readiness of all deploying INSCOM elements. Analyze mission requirements using the MDMP guidelines of Army Doctrine Reference Publication (ADRP) 5.0, ADRP 3.0, Joint Publication (JP) 3-0 and JP 4-0 to produce Operations Orders, Warning Orders, Fragmentary Orders, Concept Plans, acquisition strategies, implementation plans, and implementing directives. Coordinate G-4 planning efforts for mission and force structure changes necessitating program documentation for mid and long-range operational relocations and realignments of INSCOM units. Analyze planned and unplanned organizational transformation changes in intelligence operations, force structure, operational capabilities, operating locations, tactical / strategic equipment requirements, and densities to evaluate and assess logistics and facility engineering support requirements. Plan and execute special studies, research actions, and management initiatives and coordinates actions with other Army Commands and HQDA Staff to assure adequacy of support to INSCOM and its subordinate units. Develop concepts of support, write papers, prepare briefing slides, and creates documentation to explain, justify, and authorize actions taken. Proof and revise Executive Summaries (EXSUMS), support information, reports, data bases, after action reports / lessons learned to highlight, redirect, and inform senior leadership on logistical workforce issues in both current and future operations. Functional expert responsible for utilizing a wide range of technical expertise and knowledge to plan, develop, implement, review, analyze, measure, and improve maintenance concepts, policies, and procedures. Integrate and coordinate other logistics functional areas such as supply, transportation, financial management, engineering, storage, and the acquisition system into a cohesive and comprehensive logistics plan. Provide management oversight for execution of DoD and DA maintenance policies and procedures. Perform and manage a broad range of Logistics Support functions to include planning, material handling, procurement, emergency purchases, and quality control services. Research and determine sources of supply, stock numbers, costs, and reimbursable status of material. Prepare requisition documents and send to applicable sources. Assign document numbers and record status and demand for material in the document register. Monitor the status of requisitions in the document register. Provide status to customers and maintain a register of cancelled requisitions. Conduct monthly reconciliation of the document registers and determine appropriate course of action. Responsible for knowledge of customs tariffs and duties, and coordination with foreign customs authorities to expedite movement of material through the customs process. Manage and provide logistics handling, status, and accountability of Lowest Replaceable Units (LRU), end items, supplies, and spare parts. Submit reports detailing the quantity on hand, quantity required, last purchase / maintenance action, and maintenance history for all mission equipment, and repaired items. Prepares Bill of Material (BOM) list for requisition / purchase authorization. Conduct market surveys on an as-required basis and provide written recommendations to the Government regarding those manufacturers / companies whose products best fulfill the Government's requirements. Manage and maintain the Logistics Management Information System (LMIS). Investigate and analyze existing databases to determine adequacy for managing and providing asset visibility. Provide recommendations for changes or improvements. Perform quality control functions relative to Spare Parts Review Initiatives (SPRINT). Perform detailed reviews of procurement and technical data packages for possible elimination of excessive Government and contractor specifications. Perform detailed logistics planning and analysis for lifecycle support. Attend and participates in logistics conferences, audits, design reviews, site surveys, and system and site assessments. Ability to provide recommendations and supporting documentation on actions required for lifecycle support. Investigate mission requirements and provide fielding and scheduling recommendations for systems and equipment upgrades. Determine provisioning levels for spares. Provide product improvements, system upgrades, and recommendations. Procure or lease operational emergency materials required for emergency repairs, installations, and evaluations to sustain mission critical support equipment or restore mission and to full operational status. Provide monthly status reports documenting each action taken. Qualifications Education / Certifications: A Bachelor's degree in Logistics Management, Business Administration or a related field from an accredited college or university with ten (10) years of experience in military or civilian equivalent logistics. Security Clearance Requirement: Must be a US Citizen with Final Top-Secret Clearance based upon a TIER 5 Background Investigation, and favorable eligibility determination for access to Sensitive Compartmented Information (SCI) IAW ICD 704. Some positions or assignments may require a Counterintelligence (CI) Scope Polygraph, especially those requiring access to TDN2. Experience / Skills: Knowledge of a wide range of logistics management concepts, programs, and principles the ability to apply logistics enterprise and theater logistics knowledge and concepts. Understanding of DoD logistics management policies, organizational objectives, and data collection and analysis procedures. Ability to apply that knowledge to create innovative solutions to difficult and complex logistics management and organizational problems. Global Combat Support System-Army (GCSS-A) experience. Defense Property Accountability System (DPAS) experience. Army Materiel Status System (AMSS) experience. Expertise with basic military logistics, supply and maintenance shop operations. Subject Matter Expert in Property Book or equivalent utilizing PBUSE or other online database. Ability to multi-task effectively, prioritize and execute against multiple priorities. Advanced knowledge of databases and spreadsheets; excellent data entry skills. Analyzing and evaluating (on a quantitative and qualitative basis) support required to sustain operations at alternative locations. Developing life cycle cost analysis, estimates and alternatives. Researching operational requirements to develop logistics plans and stationing criteria. Integrating logistics planning initiatives into supportable programming documentation. Advance experience and skills operating MS Office Suite including Word, Excel, Power Point. Developing plans to field and sustain equipment. Developing authorization documents to support new equipment fielding. Fluent in the English language includes the ability to read, write, and comprehend relevant documentation. Detailed knowledge and understanding in customs, tariffs, and duties. Knowledgeable in customs control and capable of interfacing with foreign customs authorities to expedite movement of parts through the customs process, with minimal delays.
