The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking, and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency. Within DCF, the Economic Self-Sufficiency (ESS) Program helps to promote strong and economically self-sufficient communities by determining eligibility for food, cash and medical assistance for individuals and families on the road to economic recovery. Job Description This is a highly responsible position responsible for the Office of Economic Self Sufficiency Regional Program Office requirement related to program planning, training delivery, and operational support. The primary responsibilities of the Senior Management Analyst Supervisor includes: Recruitment and Staffing, Quality Assurance, Policy and Training, and Staff Development for the Office of Economic Self-Sufficiency Regional Program. Duties and Responsibilities: + Supervising, training, and directing the activities of direct reports. Performs personnel management activities such as leave and attendance, hiring, and performance evaluations. + Coordinates and directs policy interpretations, awareness initiatives, and technical support for the regional Economic-Self Sufficiency program. Assists with staff development, quality assurance, recruitment, and operational support + Reviews incoming correspondence to determine appropriate assignment and handling. Coordinates responses to ensure accuracy and consistency. Prepares decision memoranda or related documents where necessary. + Develops goals and objectives for the region program office unit. + Coordinates with other offices and organizations within and outside the department on issues affecting the operation and service delivery to clients. + Remains informed regarding the department’s automated systems, works to enhance current systems. + Assists leadership team and others when needed or requested; willingness to perform other duties that may arise and do not necessarily fall specifically within the current job description. + This position will require travel. + Applicants should have excellent people and computer skills and the following Knowledge, Skills and Abilities: Knowledge Skills and Abilities + Knowledge of ESS programs policy and practices. + Knowledge of public assistance computer systems and processes. Knowledge of the methods of data collection and analysis. + Knowledge of basic management principles and practices. Ability to supervise people. + Ability to determine work priorities, assign work, and ensure proper completion of work assignments. Ability to communicate effectively verbally and written. + Ability to establish and maintain effective working relationships with others. + Ability to understand and apply applicable rules, regulations, policies and procedures relating to management analysis activities. + Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices. + Ability to organize data into a logical format for presentation in reports, documents, and other written materials. Ability to conduct fact-finding research. + Ability to solve problems and make decisions. Ability to work independently. Minimum Requirements: Bachelor's degree from an accredited college or university in a related field. If selected for this position a copy of the required degree, or official transcripts, in English, will be required. Related work experience can substitute as a year-for-year basis (minimum 4 years). + Documented experience in SNAP, TANF & Medicaid policy. + Proficiency in Microsoft office products such as Word and Excel. Preference will be given to applicants who meet the following: + At least 2 years’ experience in supervising in a professional office setting. + At least 4 years’ experience and knowledge of the SNAP, TANF & Medicaid eligibility programs and policies.
