Job Description:

Reporting to an executive in the Financial Crimes Risk Management AML Financial Intelligence Unit, the Senior Manager for AML Core Investigations leads a large group of financial crime professionals in investigating, reporting and mitigating AML risk. The leader will be an expert on guiding management on reasonable grounds to suspect (RGS), FINTRAC/OSFI and other regulatory expectations. The leader will be self-driven and craft strategies to mitigate AML financial crime through effective and efficient means.

This senior leader will solve broad, highly complex problems, manage macro-strategic issues and sets standards for information gathering and processing in addition to identifying obscure details that are important within a context of distracting information. The candidate will demonstrate expert knowledge, ability and capability in complex situations. They will develop new approaches, methods, and procedures in their area of accountability.

Job Responsiblities:

Lead a team of specialized professionals and managers ensuring key elements of financial crime risk management such as prevention, detection, investigation, and remediation are effectively managedOversee and/or lead complex investigations by conducting thorough analysisEnsure investigations comply with all aspects of applicable regulatory requirementsEnsure escalated cases/files are properly reviewed and appropriately assigned and that all stakeholders are notified as applicableIdentify key control weaknesses and work with business partners to agree on action items and next stepsDevelop supporting internal/ external communications, including court briefs, as well as investigative reports to appropriate internal stakeholdersProvide guidance, education and/or oversight to relevant businesses/stakeholders and determine root cause of breaches for prevention purposesKeep abreast of emerging trends or new techniques for own area of specialtyMaintain strong understanding of legislation and/or regulations as they relate to own area and ensure investigative processes adhere to established guidelinesMaintain and develop reliable information sources/contacts and liaise with law enforcement, regulators, and internal business areas for the purpose of gathering intelligence and establishing effective partnershipsProvide expert counsel, guidance, and assistance to executive management, domestic and/or international business lines on all known or suspected internal/external crime where applicableRepresent TDBG on internal and/or external committees or associationsWork closely with key business leaders to develop business plan, ensuring the optimal use of resources and leverage TD’s operating model to maximize efficiency, effectiveness, and scalePlan and execute on strategic activities, review, and communicate results, and adjust tactics accordinglyExecute on the annual business plan to deliver results aligned with business strategiesManage overall budget, revenue, and expenditures, meet business objectives while increasing efficiency and effectivenessProactively identify key business opportunities, research, and recommend enhancements / modifications, develop strategies to achieve recommendations and work closely with team to execute and implementImprove or create new processes for the organization, with a medium to longer term impactMonitor and communicate the effectiveness of strategies, programs, and practices related to own area of expertiseProtect the interests of the organization – identify and manage risks, and escalate non-standard, high-risk transactions / activities as necessaryKeep abreast of emerging issues, trends, and evolving regulatory requirements and assess potential impactsMaintain a culture of risk management and control, supported by effective processes in alignment with risk appetiteEnsure employees are knowledgeable; EXPERIENCE AND / OR EDUCATION

Undergraduate degree or relevant professional certifications, designations, or equivalent required10+ years relevant experience
