Senior Manager, North American Business Banking Credit Risk Policy and Oversight
**MANDATE** The Senior Manager, U.S. Business Banking Credit Risk Policy and Oversight is accountable for developing and managing the Business Banking segment’s credit risk management policies and for developing and managing Credit Risk Management’s oversight framework for the line of business as the second line of defense. Business Banking is a newly created segment for the bank that focuses on small business. This role plays an important part in shaping how the segment evolves, ensuring that credit risk management policy supports the segment’s objectives and ensures strong risk management within the business’ risk appetite. This role will also create and mature the oversight framework for the segment, ensuring credit risk is well understood and managed. The role has three primary, related elements: 1) Credit risk policy; 2) Line of business oversight; 3) Advising risk and business colleagues on decisions and controls. **Credit risk policy** + Develop, draft and manage policy outlining the bank’s credit risk framework for lending in the Business Banking segment (includes governing principles, processes, roles and responsibilities and monitoring and reporting requirements) + Develop and manage the credit qualification policy for all roles within Business Banking + Provide oversight (review, input and approval) for all line of business created policies, financing guidelines, industry and franchise programs and operating procedures that outline the segment’s risk appetite, credit requirements and underwriting standards + Proactively identify and address gaps and/or required changes in policies and procedures + Build and maintain expertise on laws, regulations and market best practices related to small business lending and proactively identify and address emerging issues and trends that warrant changes to policies or procedures + Act as the principal subject matter expert on all credit risk related policy matters for colleagues in Risk Management, the line of business and other stakeholders **Line of business oversight** + Design and implement effective oversight/governance frameworks to monitor business performance and ensure effective risk management + Work with the line of business to set key risk metrics that outline the business’ risk appetite + Oversee performance on key risk metrics and business action plans to address any issues + Establish and manage key risk governance forums for Business Banking + Work with Analytics colleagues to ensure Credit Risk Management has the reporting to understand and monitor business risk/performance, and proactively identify any issues + Provide credit risk management oversight of line of business account management, Collections/Small Business Special Accounts and Loan Review functions + Review audit results related to Business Banking and provide oversight for any action plans related to credit risk management issues **Advising risk and business colleagues on decisions, strategies and controls** + Advise colleagues within Credit Risk Management and across the organization on decisions and initiatives from a credit risk policy or general risk management perspective + Collaborate with colleagues within Credit Risk Management and across the organization to inform the design of automated lending decision strategies that optimize risk/return ____________________________________________________________________________________ **KNOWLEDGE AND SKILLS** Knowledge & Experience + Strong track record delivering results in ambiguous and challenging situations + Seasoned professional with combination of education, experience and industry knowledge + 7+ years experience in risk management and/or business banking + In-depth knowledge & experience with credit risk management practices and policy + In-depth expertise in Commercial and/or Small Business lending + Expertise in governance and business oversight, including performance monitoring, audit, compliance, and quality control/testing frameworks + Degree or certification in technical writing preferred. + Expertise in regulatory requirements and legal documentation is preferred + BMO organizational knowledge is an asset + Minimum undergraduate university degree, an MBA or other post-graduate degree, or equivalent industry related experience preferred Skills + Proven ability to establish conducive working relationships with colleagues across Risk Management, the Line of Business and external partners + Proven ability to influence without authority, build alignment and drive change + Strong leadership skills + Excellent communication skills (oral and written) with ability to simplify and effectively communicate complex concepts + Proven ability to apply expertise and creativity to solve complex problems + Ability to assess situations from multiple angles, consider potential risks and ask the right questions + Strong financial, quantitative, and analytic skills to make data driven decisions + Excellent business acumen + Team-oriented, collaborative and flexible + Able to think like a customer and design the right customer experience + Strong time management and project management skills **Salary:** $100,000.00 - $185,500.00 **Pay Type:** Salaried The above represents BMO Financial Group’s pay range and type. Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position. BMO Financial Group’s total compensation package will vary based on the pay type of the position and may include performance-based incentives, discretionary bonuses, as well as other perks and rewards.
