Northrop Grumman Mission Systems sector is seeking an individual with strategic leadership and strong interpersonal skills for the position of Senior Manager of Pricing and Estimating for the Marine Systems Business Unit. This position will report directly to the Marine Systems Business Unit Director of Contracts, Pricing, and Government Property and will support three distinct Operating Units with diverse business needs ranging from complex CPIF development programs to full-rate FFP production programs.

This position will be based in Sunnyvale, CA. While the preference is for this position to be full time in the Sunnyvale office, we will consider of a hybrid work schedule as determined and at the discretion of management due to ongoing business needs associated with the position, to include a minimum of 3 days per week on site.

This position will support our nationwide array of business unit locations in Philadelphia, PA, Ocean Springs, MS, and several other field locations. It will require an on-site presence in Sunnyvale at least 3 days per week, with periodic travel to customer locations. This individual will lead a team of 5 direct reports and will be responsible for establishing goals, assessing individual and team performance, lead the development and growth of team members, and assuring the delivery of timely, quality and accurate product.

Marine Systems is a highly dynamic and growing business unit with a robust backlog and over $1B+ of proposal activity each year. This is a fast-paced proposal environment supporting a critical national security mission for both the United States Navy and UK Royal Navy. In addition to managing employee staffing, training and development, this individual is responsible for ensuring all program pricing activities are in accordance with applicable regulations, policies, and best practices to achieve operational excellence, financial performance, and customer satisfaction. This role will require highly integrated collaboration with business management and proposal teams to develop nuanced pricing strategies, while ensuring compliance and schedule adherence.

What You Will Get To Do:

Roles and Responsibilities:

Ensure Estimating System compliance, advise leadership of pricing requirements/obligations and provide interpretation of Request for Proposal (RFP) requirements.

Investigate and resolve compliance problems, questions, or complaints received from other units of the company, customers, government regulatory agencies, etc.

Overseeing the collection and analysis of cost data from functional representatives, subcontractors, and vendors.

Maintain and optimize staff by recruiting, selecting, orienting, and training employees.

Interact with personnel and management at all levels concerning matters of significance to the company related to cost proposals.

Will interface and coordinate with other business management leaders and staff on a daily basis.

Represent the Marine Systems business unit as a key internal and external contact on programs, major proposals, and initiatives within Pricing and Business Management to include proposal reviews, capture reviews, and independent cost estimate reviews.

Lead Pricing and Estimating department interactions with the Defense Contract Audit Agency and Defense Contract Management Agency.

Qualifications:

Basic Qualifications:

Bachelor’s degree and minimum 10 years relevant Pricing, Contracts, Supply Chain, and/or Business Management experience or 8 years with a Master's Degree.

Minimum 2 years of people leadership.

Demonstrated ability to develop and lead highly collaborative teams in anticipating problems, resolving difficult situations, and effectively communicating with all levels of stakeholders.

Ability to initiate and effectively implement process improvement across the breadth of pricing and estimating policies and procedures.

Thorough knowledge of FAR/DFARS and other applicable government regulations.

U.S. citizen.

Preferred Qualifications:

Proven ability to evaluate/analyze, integrate, and communicate Pricing/Estimating and financial impacts, cost issues and risks to senior and executive leadership.

Experience with validation of estimates, estimating approaches, customer negotiations, and data driven estimating.

In depth knowledge of Pricing, Risk Analysis, Statistics, and other quantitative analytical tools. Working knowledge of Enterprise Pricing Software (i.e., ProPricer).

Advanced skill level with Microsoft Office Suite and SAP.

MBA or other relevant master’s degree.

Salary Range: $164,300.00 - $246,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
