Senior Manager-Subcontracts

 

MIT Lincoln Laboratory (MIT LL) is a Federally-Funded Research and Development Center (FFRDC) chartered to develop advanced technology in support of national security. Position Description

 

The Contracting Services Department (CSD) is seeking a Senior Manager of Non-Commercial Subcontracts responsible for leadership and management of the Non-Commercial Acquisition Team, which is responsible for the Laboratory’s research and development subcontracting, academic collaborations, and IDIQ portfolio management.  Acting as the Non-Commercial Subcontracting Subject Matter Expert and CSD representative, this highly collaborative role will engage with stakeholders across the organization, including, but not limited to, Department and Research Division Leadership, Business Managers, Financial Services, Security and Program Management.

 

Primary Duties/Responsibilities

 

Responsible for leading, managing and motivating 8 direct senior level staff, and, in coordination with Non-Commercial  Acquisition Team Supervisor, 5 additional indirect staff. Responsible for the coaching, development, and growth of all Team staff Monitors workloads and assignments to ensure efficient and effective operations and staff development Conduct pre-award reviews of solicitations, awards, and modifications to ensure compliance with Laboratory internal policies, laws, and regulations and to maintain a government approved purchasing system, as applicable Assess compliance and/or business risk and advise on terms and conditions negotiations, as needed In collaboration with the Program Management Office and Research staff and leadership, develop strategies and tactics for critical Laboratory Programs on major acquisitions, including pre-award acquisition approach and overcoming obstacles, and post-award vendor problem resolution In collaboration with CSD Leadership, assess, establish, and implement Department policies and procedures, processes, and strategy Support CSD strategic initiatives, including the development and implementation of new business tools and other business process improvement projects. Support to internal and external audits, to include but not limited to, Contractor Purchasing System Review (CPSR), Uniform Guidance (UG), and other Laboratory Business System Reviews.

 

 

The ideal candidate will have government contract and/or subcontract management experience to include comprehensive experience in FAR/DFARS, mandatory flow down causes, contract law, contract formation, administration, pricing, negotiation, and project management. Demonstrated knowledge of government socioeconomic requirements, patent and IP data rights clauses, and procurement integrity requirements. Candidate must have strong working knowledge and experience in cost analysis, Cost Accounting Standards (CAS), Certified Cost or Pricing data, Contractor Purchasing System Review (CPSR), and Cost Plus Fixed Fee (CPFF) subcontracts.

 

Requirements

 

10 years of relevant experience awarding and managing subcontracts and/or contracts primarily under USG prime contracts. Minimum required under DoD prime contracts is 5 years Minimum of 3 years of experience managing people Demonstrated effectiveness leading specialized teams and achieving favorable results Strong knowledge of TINA, CAS, CPSR, FAR/DFARS and CPFF subcontracts Master’s degree preferred or Bachelor’s with equivalent combination of education and experience Proficiency in Microsoft Office, Excel, Word and PowerPoint and with automated purchasing systems, preferably SAP Leadership traits and demeanor that subordinates would aspire to emulate Strong verbal, written communication, and decision making skills Ability to obtain and maintain a government security clearance, TS preferred
