TITLE: Senior Manager U.S Loan Review DUTIES: The Bank of Nova Scotia seeks Senior Manager U.S Loan Review in Houston, TX to assist the U.S. Loan Review (USLR) Director in executing the USLR Plan, providing financial and regulatory reporting and meeting regulatory requirements. Identify systemic/emerging issues and/or strategic changes planned/undertaken by the first and second line functions that will impact the USLR Plan, including review of business/strategic plans, review and update the Risk Assessment Database for entities assigned, attend periodic meetings with key management officers to understand changes and new business initiatives and review key performance indicators. Develop a thorough understanding of the business, risks and processes for assigned Reviews and projects. Identify emerging issues that may impact the business units subject to Review. Develop and update Detailed Audit Programs (DAPs) as appropriate. Lead and support USLR team members in conducting target reviews. Perform credit reviews of loans, borrower relationships and credit risk controls. Evaluate the adequacy of system design and internal control framework in meeting business, operational and control objectives. Ensure department standards are followed in execution of assignments including the appropriate nature and extent of audit testing. Evaluate credit exposures to ensure risk grading accuracy and timeliness, and compliance with Bank policy and regulatory guidelines. Identify loans with potential credit weaknesses and any relevant trends that may affect collectability. Ensure internal control weaknesses have been identified, errors have been quantified as appropriate, problems and associated impact are properly defined, documented and reported. Ensure identified issues are clearly understood and confirm that line management/product owner will take corrective action. Escalate to Senior Management and Audit Management as necessary for material control weaknesses. Prepare and review findings for presentation to management. Monitor and track remediation of outstanding issues as assigned for inclusion in quarterly reports to first and second line functions and Internal Audit (U.S. & Toronto) and escalate to Senior Management and Audit Management where corrective action items remain delayed and impact controls. Participation in the Continuous Monitoring process and reporting on a quarterly basis through ongoing monitoring of MIS, the external environment and discussions with management, to stay abreast of new or emerging risks and their impact on the review. REQUIREMENTS: Bachelor’s degree or foreign equivalent in Business Administration or a related field and eight (8) years of progressively responsible experience in the job offered or related occupation: utilizing experience with auditing practices, and methodologies including COSO, BNS Audit Methodology, procedures, and principles. Utilizing understanding of credit risk including Corporate, Commercial, Retail, Operations, and Regulatory Risks. Utilizing understanding of Risk & Control Assessment and Regulatory environment, including those impacting credit risk. Supervising the planning of end-to-end audits by ensuring scope and extent of work is in accordance with the approved plan, timelines, and budget while managing competing priorities. Conducting reviews and providing an independent opinion on the design, governance, and operating effectiveness of actions taken to address control weaknesses raised by the Regulator and liaising with functional groups within Credit, Banking, and Operations divisions, and responsible for tracking and monitoring of corrective action/progress against reported issues. Leading, supervising, and coaching a team of auditor professionals while conducting audit projects. Telecommuting and/or working from home may be permissible pursuant to company policies. When not telecommuting, must report to work site.
