Senior Officer - EPR

Purpose of the Role

Under the supervision of Manager-Emergency Preparedness and Response, the Sr. Officer-EPR is responsible to support in effective coordination and implementation of emergency preparedness and response interventions across the Rohingya and Host community program.

Highlights of Major responsibilities

Develop and review the detailed project implementation plan.Coordinate and conduct capacity-building activities for the project staff, focusing on the project needs, and climate risks.Develop and regularly update training materials, tools, modules, and IEC materials tailored to the needs of camp and host communities.Provide technical mentorship and support to implementing partners for coordinating training, simulation drills, and community engagement interventions with FSCD, BDRCS, IFRC, Local DMC, and other relevant agencies.Assist in developing context-specific IEC and BCC materials for community mobilization in coordination with the communication team and other program sectors.Monitor the implementing partner's activities as per DIP.Conduct assessments to identify needs for disaster preparedness, and disaster response planning, ensuring accurate alignment with project goals and objectives.Support partners in emergency preparedness, and emergency response activities while ensuring alignment with program goals.Ensure the availability and distribution of critical emergency supplies in collaboration with the supply chain and warehouse teams.Assess facilities and emergency response equipment to determine their operational and functional capabilities in emergency situations.Monitor context-specific hazards and share early warning information with collaborators.Collaborate with program, safety, security, and field operations teams to integrate preparedness, risk reduction, and early action strategies into all phases of programs and operations.Support in liaison with camp management and local administration in pursuing approval and legal documents for project needs.Assist the Manager of Emergency Preparedness and Response in improving the efficiency of the emergency response program by performing other assigned duties.

External Coordination and Representation

Maintain close coordination with the partner and collaborators at the local level, including camp level sector focal, ISCG, site management & site development, CiCs, camp disaster management committee, local governments, local disaster management committee, CPP, BDRCS, FSCD, relevant working group under ISCG, and other institutions in order to ensure the smooth implementation of the project activities aligning with the project goal and activities. Attend field-level coordination meetings related to disaster management in order to learn new information and to develop working relationships with other disaster management experts.Represent IRC at relevant local to national level platforms.

Reporting & Documentation

As required, develop monthly project reports, assessments, and case studies.Capture and document lessons learned and standard methodologies, including relevant photos from the project interventions.Compile and disseminate data, reports, briefings, etc. (IRC’s or other agencies’) relevant to IRC preparedness and response activities in a timely manner.Contribute to the design and development of program briefing materials.Assist in generating SITREP.

Timely implementation and proper documentation of the project interventionEnsure arrangement and share the monthly update of emergency supplies, logistics, and services for emergency responseEnsure all fire safety equipment and supplies is in working order every month Ensure all IRC and partner facilities are in good working condition based on the facility assessment Updated facility level and HH level contingency plan (CP) Implementation of Disaster Risk reduction intervention and inclusion throughout the program Cycle management across all IRC sectors of the project. Compilation of field level loss and damage report for SITREPIRC is adequately visible and actively contributes to relevant coordination platforms at camp, upazila and district levels.
