Senior Officer - ICT
Are you passionate about ICT and data systems management and have a desire to improve the lives of people in Timor-Leste using IT based approaches? We are looking for someone with senior experience in ICT to provide effective management and support of Information, Communication and Technology (ICT) activities related to the PHD Program in Timor-Leste.  Join the Australia Timor-Leste Partnership for Human Development (PHD) on a 12 - month contract (with possible extension), locally engaged position, based in Dili, Timor-Leste.

 

 About the Program

The Australia Timor-Leste Partnership for Human Development (PHD) is a 10-year program funded by the Government of Australia and implemented by Abt Global until May 2026. The partnership is dedicated to improving the wellbeing of Timor-Leste’s people and increasing their ability to contribute to the nation’s development. PHD focuses on strengthening government systems. This supports Timor-Leste to deliver higher-quality primary healthcare and basic education and to advance disability inclusion and gender equality. These investments contribute to achieving Timor-Leste’s Strategic Development Plan 2011–2030. 

 

About the Opportunity

The Senior Officer - ICT will work under the supervision of the Manager – ICT to support all information and communications Technology requirements of PHD.

The Senior Officer – ICT will be responsible for:

Enhancing System Performance: Actively monitor and manage the ICT system's performance in alignment with Abt Policy and ensure PHD ICT infrastructure (including Photocopier machines) is operational at all times. Support the ICT Manager is by providing forecasts and business cases for ICT investments, and input into ICT service plans, progress, and risk management. Quality Desktop Support: Provide high-quality and timely ICT help-desk support, desktop support services, including software installation, hardware maintenance, and troubleshooting, ensuring operational excellence and user satisfaction, both with PHD Office and remote users. Deliver ICT services for Program workshops, conferences and events and to PHD partners including downstream partners and Government of Timor-Leste (GoTL). System Maintenance and Auditing: Maintain rigorous systems for the ongoing auditing and upkeep of IT software and hardware. Support daily operations and administration of Internet, Email and associated Microsoft virtual sever infrastructure, back-up system, security protocols, software patching and audit logs and maintenance of associated infrastructure. Staff Training and Development: Provide comprehensive induction, orientation, and continuous in-service training to staff on the Corporate IT Platform's relevant ICT functions, enhancing organizational competence and user engagement. Strategic ICT Advisory: Provide ICT advice and support alongside the ICT Manager to develop and implement technical solutions that significantly improve the functionality and efficiency of ICT systems and applications. ICT Asset Management: Support the ICT Manager in overseeing the movement and database management of ICT equipment, ensuring meticulous record-keeping and asset security. Other duties as required by the Manager – ICT and Manager – Facilities Support

 

About You 

We are seeking an individual who possesses: 

Bachelor’s degree in computer science and/or working as an IT help desk technician with more than 5 years in related roles. Experience and technically capable of operating systems, ITCt equipment and administration of software and Internet, Email and associated Microsoft virtual server infrastructure and maintenance of manage backup & recovery procedures and system performance monitoring tools. Strong troubleshooting skills to address ICT challenges and implement technical solutions. Good understanding of compliance with ITC policies and procedures.  Experience in IT financial planning and budgetary processes.
