Senior OTPS Analyst
Job Description **Applicants will be considered if they are permanent in the Administrative Staff Analyst title or reachable on the open-competitive list. JOB DESCRIPTION: The mission of the New York Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between people and its police, and by pioneering strategic innovation. The Budget Unit under the Deputy Commissioner of Management and Budget, Budget Analysis Section, is comprised of a professional staff of financial analysts engaged in the day-to-day monitoring of the Police Department's Personal Services Budget, Other Than Personal Services Budget, and the Revenue Budget of approximately $5 billion. The OTPS Unit oversees over $520 million city tax levy expense budget, annually processes over 3,000 funding and budget mod requests, and approves 7,000 purchase requests. Under direction of the OTPS Supervisor, serves as a Senior OTPS Analyst. Duties include, but are not limited to, the following: - Prepare complex forecasts and analyses to advise management on OTPS budget and spending positions against the authorized agency budget. Support and advise management and Bureau staff in all aspects of budget matters, providing monthly reviews and excellent customer service. - Analyze, track and approve fiscal requests, including New Needs, to ensure compliance with approved financial plans and maximize agency budget resources. - Reconcile and align agency funding and to projected spending in the City Financial Management System (FMS). - Perform technical budget activities including budget modifications, journal entries, monthly variance reports, quarterly spending plans and other technical budget functions in the City Financial Management System (FMS). Adapt processes to Power BI to provide new in-depth reporting to senior leadership and management in the agency. - Assist with the compilation of financial plan proposals, PEGs, New Needs and financial reports and other information for senior management. - Support and advise management and Bureau staff in all aspects of budget matters, providing monthly reviews and excellent customer service. - May perform supervisory duties when manager is out of office. as well as other budget analyses and special projects as needed. Public Service Loan Forgiveness (PSLF) Program forgives the remaining balance on your Direct Loan after you have made 120 qualifying monthly payments under a qualifying repayment plan while working full time for a qualifying employer, such as a U.S. federal, state, local, or tribal government or not-for-profit organization. You may be able to consolidate a Federal Family Education Loan (FFEL) and Federal Perkins Loan into a Direct Loan to qualify for PSLF. Qualifications 1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
