ICF’s Digital Modernization Division is a rapidly growing, entrepreneurial, technology department, seeking a Business Analyst. As a Business Analyst, you will collaborate with product owners, technical architects, and developers to create innovative business systems. This individual is responsible for bridging the gap between development, design, and product management by eliciting, analyzing, documenting, and communicating concise requirements for implementation based on business needs. Operating in an Agile environment, the Business Analyst will utilize analytical and problem-solving skills and leverage his/her experience with Federal Human Resources or Human Resources Systems to deliver optimal solutions.
Responsibilities:
Troubleshoot services for the resolution and escalation of complex incidents /requests pertaining to the client’s human resource system.
Investigate, analyze, and resolve data discrepancies between the client’s human resource system and National Finance Center.
Document data discrepancies with resolution and discrepancies that are not resolved with explanation for historical artifacts.
Document defects and enhancements utilizing the client’s human resource system’s templates to process through the appropriate intake procedures.
Maintain artifacts in an agreed designation (e.g., SharePoint site) that is accessible by two different government Departments.
Support demonstration activities as change requests are implemented and participate in the testing cycle.
Support the analysis and provide recommendation to mismatch reports to decrease the baseline threshold.
Review issue reports available within the system investigating the root cause and providing recommendations for resolution.
Provide guidance on personnel processing best practices.
Support new implementation configuration, demos, User Acceptance Testing, and Q&A of system modules (e.g., Separating Employee Clearance).
Utilize agreed upon tool to communicate risks and issues to the scope of activities and escalate as necessary.
Participate in meetings, stand-up, or other meetings that provide guidance/direction on how defects are resolved or the implementation of an enhancements to socialize.
Required Skills:
4+ years of experience in business analysis with PeopleSoft and Federal financial systems
US Citizenship is required (required by the federal government for this position).
Must be able to obtain Public Trust clearance.
MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract and laws do apply
Preferred Skills:
Bachelor’s degree
Federal Human Resources and/or Human Resources Systems experience highly preferred
Agile/Scrum Master Certification preferred
Working knowledge of a data modeling tool (Visio, Axure, etc.)
Excellent analytical, problem-solving, and communication skills.
Ability to multi-task in a fast-paced environment.
Strong verbal and written communication skills including individual and presentation to small groups.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$76,848.00 - $130,642.00Nationwide Remote Office (US99)
