Summary You will serve as a SENIOR PERFORMANCE ASSESSMENT REPRESENTATIVE in the FACILITIES ENGINEERING AND ACQUISITION DIVISION of NAVFAC ENGINEERING CMD MID-ATLANTIC. Responsibilities You will evaluate assigned teammates abilities, experiences, performance, training, and ensure work is distributed equitably among members. You will investigate conditions, deviations from the specifications, poor performance, safety violations, or other problems arising on contracts. You will enforce contact provisions specifically the plans and specification through teammates. You will complete post-award duties that include inspections and contractor performance, determining the appropriate method of documentation, enforcing safety provisions, and developing inspection schedules. You will complete pre-award duties to include contract review prior to advertisement and negotiation and writing/updating Performance Assessment Plans (PAPs) and Functional Assessment Plans (FAPs). You will be responsible for the overall Performance Assessment (PA) and inspection surveillance program, documentation and the enforcement of safety standards on service contracts. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical guidance on inspections and performance assessments associated with contract maintenance and services for federal facilitates; 2) Reviewing Contractor's submittals, reports, and work schedules to ensure compliance with performance specifications (e.g., quality, timeliness, materials); 3) Visiting work sites to collect data pertaining to the scope of work and determining the amount and type of labor and materials required; and 4) Preparing contract documents (e.g., drawings, specifications, costs estimates, Task Orders, material requirements).*NOTE: This information must be clearly supported in your resume.
