We are seeking a Senior Personnel and Payroll Subject Matter Expert (SME) to join our CGI team and be part of an exciting large-scale transformation project in Sacramento, CA!

This position is located at our client site in Sacramento, CA.

You will lead and provide functional experience, advice and direction to the Personnel and Payroll implementation team. You will be intimately involved in business analysis of the new system processes and business flows. You will be looked to for your experience and knowledge of how personnel administration, payroll and bargaining units operate.

Your future duties and responsibilities:

How you'll make an impact
• Partner with delivery teams with the implementation of the Human Resource Management (HRM) components of the ERP solution within the public sector

• Provide advice on a public sector's payroll policies, bargaining unit agreements, and department-specific payroll operations

• Advise on compliance with state labor laws, collective bargaining agreements, and civil service rules

• Bring knowledge of HRM including but not limited to Position Control, Payroll, Time & Leave, Personnel Management, and Benefits/Deductions

• Collaborate closely with clients and co-workers to document business processes/requirements, recommend process improvements and recommend best practices for personnel and payroll functions, define workflows, configure the HRM application for client use, and test the application configuration

• Validate payroll and personnel requirements

• Support the design, testing, and validation of payroll processes, timekeeping, and leave accrual systems within the ERP solution

• Provide guidance on payroll calculations, tax withholdings, retirement deductions, and benefits processing Collaborate with cross-functional teams, including HR, IT, finance, and union representatives, to ensure system adoption and compliance

• Provide status reports to project managers and monitor the timely completion of scheduled tasks

• Participate in other projects and activities as requested

Required qualifications to be successful in this role:

What you'll bring
• 10+ years of experience in personnel and payroll operations within a public sector organization (state government)

• Deep knowledge of state payroll policies, bargaining units, union contracts, and department-specific payroll procedures

• Strong understanding of state HR rules, personnel transactions, and compliance mandates

• Experience collaborating with state agencies, control agencies, and labor unions

• Familiarity with payroll accounting, wage laws, and benefits administration

• Ability to analyze complex payroll issues and develop solutions that align with policy requirements

• Strong communication and stakeholder engagement skills to work across departments and teams

• Experience in system testing, UAT, and process validation for personnel and payroll functions

• Strong work ethic

Desired Qualifications/Non-Essential Skills:
• Previous experience with a public sector client's large-scale system modernization project

• Knowledge of state retirement systems, disability insurance, and leave management processes

• Certification in HRIS, payroll processing, or related disciplines

• Familiarity with state-level financial and payroll policies

Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $155,300 - $271,800."
