Job Description TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF TRANSPORTATION SPECIALIST, OR BE REACHABLE ON THE TRANSPORTATION SPECIALIST CIVIL SERVICE LIST, OR ELIGIBLE UNDER THE 55A PROGRAM. DOT’s Bike Share & Shared Mobility unit is responsible for planning, oversight, and management of the Citi Bike program, dockless e-scooter and e-bike-share services, and other emerging micro mobility-share services. Citi Bike, New York City’s bike share program, currently reaches four boroughs with more than 30,000 bicycles and 2,000 stations and is continuing to grow. The program has become an integral part of NYC’s transportation network and in 2024 more than half of NYC’s population lives within a 5-minute walk of a Citi Bike station. E-scooter share services have been operating in the East Bronx for several years, and expanded into Eastern Queens in June 2024 and has grown to as many as 12,000 vehicles later this year. Under the general direction of senior unit staff, with wide latitude for the exercise of independent judgment and unreviewed action, this candidate will: provide expertise to managerial staff involved in the planning, development and execution of the expansion of bike share and shared micromobility services into new neighborhoods; serve as an expert in the planning, development, and execution of infill projects in existing service areas and improvement efforts to existing bike share and micro mobility-share services; identify technically viable sites for potential bike share and shared mobility stations including fieldwork, drawing review, permit coordination, vendor deployment, and updating program databases with accurate site information; perform specialized research and analysis related to bike share and shared mobility services; coordinate with other DOT divisions, other City agencies, private contractors, public officials, community groups, and other key stakeholders to resolve problems pertaining to bike share and shared mobility services; develop methods and means for improving street and operational efficiencies relating to bike share and shared mobility services; create presentations, maps, and materials for high-level decision-makers and public presentations; utilize research and analysis tools to evaluate patterns and trends in the services using program data and other available data sources; make presentations and address private and public groups, explaining the objectives, techniques and implications of DOT’s bike share and shared mobility policies or plans; determines and makes recommendations for the amelioration of traffic conditions as relates to bike share and shared mobility services; design and supervise administration of appropriate forms of data collection related to the services; supervise subordinate staff as required; and perform related duties. Qualifications 1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or 2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or 3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or 4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or 5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above. SPECIAL NOTE: In addition to meeting the minimum Qualification Requirements above: To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above. To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.
