Job Description Division/Program Summary Description: The NYC Health Department’s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and STIs. BHHS does this through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. BHHS’s over 500 staff members work across eight programs: Administration, HIV Care and Treatment, HIV Epidemiology, HIV Prevention, Policy and External Affairs, Racial Equity and Social Justice Initiatives, STI, and Viral Hepatitis. Position Summary: BHHS’s Policy and External Affairs Program seeks a Senior Policy Advisor to lead its health systems policy efforts and support its HIV, STI, and viral hepatitis policy advocacy more broadly. The Senior Policy Advisor will report to the Director of Policy and External Affairs. Job Duties and Responsibilities: - Oversee BHHS’s health systems policy efforts, including monitoring, researching, and responding to Medicaid, Medicare, 340B program, Ryan White HIV/AIDS Program, New York State of Health Marketplace, New York City HIV/AIDS Services Administration (HASA), patient assistance programs, and commercial health insurance activity relevant to New Yorkers affected by HIV, STIs, and viral hepatitis. - Serve as strategic advisor to BHHS’s Director of Policy and External Affairs and Assistant Commissioner on health systems policy activity relevant to New Yorkers affected by HIV, STIs, and viral hepatitis. - Research and respond to health systems policy requests from BHHS staff, NYC Health Department staff, and external stakeholders via policy briefs and memoranda, jurisdictional analyses, and scientific, public health, and policy literature reviews. - Represent the NYC Health Department in the New York State HIV Medicaid Coalition. - Support BHHS’s local, state, and federal legislative, regulatory, and policy advocacy related to HIV, STIs, and viral hepatitis, including by researching and drafting policy briefs and memoranda, position statements, and testimony. - Support BHHS efforts to implement policy-related activities in HIV, STI, and viral hepatitis elimination plans. - Monitor, research, and respond to local, state, and federal HIV-, STI-, and viral hepatitis-related budgets and appropriations. - Conduct research and provide policy expertise to drive BHHS’s cross-cutting activities spanning a range of topics, including but not limited to: HIV and aging, immigrant health, sex workers’ health, gender-affirming care, and stigma. - Research and prepare Current Topics in HIV Law and Policy presentations for HIV Health and Human Services Planning Council of New York (Planning Council) monthly meetings. - Support the New York City HIV Planning Group/Planning Council Joint Policy Committee by co-leading meetings, conducting research, providing policy and programmatic expertise, and leading ad hoc work groups focused on specific policy projects. - Support BHHS’s Director of Policy and External Affairs complete grant applications and reports. - Represent BHHS in various local, state, and national interagency and community-based policy bodies. - Additional duties, as needed. Qualifications 1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above. NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.
