**DUTIES AND RESPONSIBILITIES:**
+ Summary With limited direction, within an assigned functional unit, this position is responsible for providing cost estimating support on complex and FFP proposals and contracts with the primary responsibility to evaluate estimate realism and risk through consideration of contract type and prior related contract performance.
+ Ensures cost estimates are developed in accordance with the request for proposal (RFP) specifications, meet overall corporate policies and objectives.
+ Coordinates the collection and accumulation of appropriate cost, contractual, schedule, and technical elements. Researches and analyzes specifications and calculates production costs using labor and material pricing schedules and historical data.
+ Maintains, analyzes, updates, and develops electronic and/or hard copy cost estimating data bases.
+ Responds to inquiries, identifies issues, and guides the development of innovative solutions to complex and diverse challenges concerning a variety of cost estimating topics.
+ Participates in the development of and monitors the implementation of cost standards and practices.
+ Serves as a consultant to management and as an external spokesperson on cost estimating activities and provides leadership in cost and pricing reviews with management and customer representatives.
+ Participates as a member of proposal teams, supports contract negotiating teams, participates with management on short and long term proposal planning, and may make internal and external presentations.
+ Estimates labor hours and material costs for hardware-oriented engineering and manufacturing tasks in support of company proposal and contract activities.
+ Establishes estimating assumptions, rationale, basis of estimate (BOE), learning curve, and scrap, rework, and warranty factors for use in cost estimating assignments.
+ Works closely with project engineers to develop engineering and manufacturing labor hour estimates and with vendors, subcontractors, and procurement to develop a consolidated, priced summary bill of material.
+ Utilizes parametric estimating techniques and various PC estimating tools as appropriate.
+ Works closely with financial analysts to enable cost estimates to be incorporated into financial proposal pricing models.
+ Documents, validates, and explains cost estimates to project management, customers, and auditors.
+ Participates in cost estimating activities for contract change orders and contract estimates to complete.
+ May represent the company as the primary cost estimating contact and may provide direction to less experienced estimators.
+ Participates in the selection, development, and training of proposal staff.
+ Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company.
+ Expected to work in a safe manner in accordance with established operating practices and procedures.

**Job Qualifications:**
+ Typically requires a bachelor's degree in business administration, industrial engineering, or a related discipline, with emphasis in cost accounting, cost estimating, project management, and/or project controls; along with ten or more years of progressive cost estimating experience, preferably with a defense contractor. Equivalent experience may be substituted in lieu of education.
+ Must have a thorough understanding of cost estimating concepts and principles, FAR and related governmental rules and regulations.
+ Must be able to organize, schedule, conduct, and coordinate workloads to meet established milestones with some experience in project leadership.
+ Must be customer focused and possess:
+ The ability to identify issues and develop innovative solutions to a variety of complex problems of diverse scope.
+ Excellent analytical, verbal, and written communication skills to accurately document, report, and present cost estimating findings to a variety of audiences including senior management and customers.
+ Excellent interpersonal skills to influence and guide all levels of employees and customers.
+ The ability to maintain the confidentiality of sensitive information.
+ The ability to initiate, plan, and lead a team of professional employees on projects.
+ The ability to represent the organization as a primary contact on cost related matters.
+ Excellent M/S Office PC skills. Ability to work independently or in a team environment is essential.
