MITRE National Security Sector (MNS) and the National Security Engineering Center (NSEC) FFRDC is placing significant emphasis and focus into solving challenging problems that cut across all Departments and Agencies, Industry, and International Partners. This position will report to the DoD and Services (D&S) Center in MNS. D&S is charged with the mission to ensure our DoD sponsors’ and partners’ mission success. To increase the impact of the D&S Center and expand relationships with current and future sponsors, D&S increasingly tackles complex, multi-stakeholder national security challenges using a “whole of nation”, data-driven analytic approach. This “whole of nation” approach will demand D&S Center leadership to act as a bridge between MNS sponsors and partners in industry, academia, and allies. There is a growing demand among our sponsors for strategic non-kinetic effect options across the competition, crisis, and conflict spectrum. This demand is evident in the expansion of work programs in Strategic Cyber, Strategic Economics, and Strategic Influence, and with key sponsors reorganizing to enhance the development of these options.
MITRE recognizes the need for a centralized focus within MITRE National Security to more effectively deliver integrated work programs, create common capabilities, and develop talent in this critical area. The Strategic Non-Kinetic Effects (SNKE) Mission Center aims to fill this gap to maximize sponsor value.
Job Description:
As the Senior Principal for Influence and Non-Kinetic Integration, the successful candidate will be a senior leader in the SNKE Center and will partner with the D&S and SNKE leadership team to oversee the development and implementation of operational frameworks that integrate non-kinetic effects within multi-domain national security contexts. This role will be responsible for helping to shape the future of non-kinetic warfare, specifically in the areas of in strategic influence, economic statecraft, and cyber operations. Further, this position will also work to develop and maintain relationships with key sponsors to include Combatant Commands, acquisition programs, and commercial partners and other sponsors in Indo-pacific and European theaters.
Key Responsibilities:
Assist in the shaping and execution of a forward-looking vision for the SNKE Mission Center.
Aid in the development of integrated solutions that leverage strategic influence, economic statecraft, and advanced technologies to meet national security challenges.
Lead and collaborate on the formulation of innovative approaches to defeating cyber-enabled malign influence and delivering impactful non-kinetic and kinetic effects.
Foster collaboration across MITRE divisions, government agencies, industry, and international partners to deliver cross-disciplinary solutions.
Support the effective delivery of program execution and quality deliverables that meet sponsor objectives.
Lead the design and application of data-driven frameworks to address global strategic competition, with an initial emphasis on the Indo-Pacific and European theaters.
Build trusted relationships with senior government leaders, industry executives, and academic experts.
Anticipate and respond to sponsor needs by aligning MITRE's capabilities to deliver high-impact solutions.
Act as a thought leader in developing and deploying strategic influence, cyber-enabled operations, and economic statecraft initiatives.
Drive the integration of emerging technologies, including AI, machine learning, NLP, ubiquitous sensing platforms, Publicly Available Information (PAI), Commercially Available Information (CAI), and blockchain, to achieve national security objectives.
Develop methodologies for countering disinformation, influence operations, and other hybrid threats in traditional, digital, and dark web environments.
Develop initiatives to leverage cyber tools for strategic influence, integrating traditional and digital tactics to shape adversary behavior and strengthen allied narratives.
Promote a culture of innovation, identifying trends and technologies that can provide a competitive edge in the information and economic domains.
Basic Qualifications
Bachelor's degree with 15+ years of experience, Master's degree with 12+ years, or PhD with 10+ years in national security, strategic influence, or a related field.
Experience developing and leading regional and national programs in strategic influence, economic statecraft, and cyber operations.
Proven success in advising senior leaders, developing partnerships, and managing multi-stakeholder programs.
Strong technical acumen in emerging technologies relevant to strategic non-kinetic effects.
Experience working across multiple technical disciplines with a desire to do cross-disciplinary work assessing concepts for novel national security systems and sensors in operational contexts.
Skilled at leveraging private sector tools and practices, including investment strategies and financial analytics, to support national security objectives and enhance economic partnerships with allied nations.
This position requires a minimum of 50% on-site.
Active Top Secret/SCI clearance
Preferred Qualifications:
Proven track record of successful experience leading technology development and integration, strategy and business development, technical and engineering services, program and portfolio management, and government program leadership.
Familiarity with interagency and coalition operations, authorities, and missions.
Advised senior leaders and organizations on the intersection of economic policy, market dynamics, and national security, providing actionable insights to shape policy decisions and strengthen economic resilience.
Extensive involvement with private equity and venture funds or portfolio companies, leveraging economic insights to guide investment strategies and support portfolio companies in competitive and dynamic markets.
Guided the adoption and deployment of cutting-edge technologies such as AI, machine learning, natural language processing, and blockchain to enhance cyber operations and discourse power.
Directed the integration of advanced tools to detect, assess, and counter adversarial activities across traditional media, social platforms, and the surface/deep/dark web.
Success in advising sponsors to address critical issues, setting and meeting strategic objectives, and advancing short and long-term program goals.
