Pay Range

TSS.4: $170,430 - $218,868

TSS.5: $204,510 - $262,668

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Job Description

We have an opening for a Senior Procurement Engineer. You will be responsible for evaluating and procuring nuclear Safety Class, Safety Significant, non-Safety Class and non-Safety Significant items and services for structures, systems, and components needed for facilities at LLNL. The scope of work will also include evaluation and procurement of services affecting nuclear safety at LLNL operated nuclear facilities and performance of audits to evaluate the quality and compliance of our suppliers’ Quality Management Systems (QMS). This position is in the Office of Laboratory Oversight – Mission Assurance (MA) department within the Director’s Office.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

This position will be filled at either the TSS.4 or TSS.5 level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

Function as a Senior Administrative Subcontract Technical Release (AdSTR) or a Senior Subcontract Technical Release (STR) Representative on complex Design Engineering Services Subcontracts and Design-Build Services Subcontracts; reviewing, managing, and approving Subcontractor bids, submittals, staffing estimates, and schedules.Assist in the design and constructability review processes and the interpretation and analysis of new and existing complex designs, design and installation drawings, design and procurement specifications, and applicable codes and standards in order to develop and issue procurement packages.Serve as a Procurement Engineering Representative on Integrated Project Teams for multiple LLNL Capital Projects often involving parallel tasks that require resolving conflicting work requirements and priorities.Oversee and ensure work performed is within facility system design and safety envelope requirements by reviewing proposed system/facility designs for maintainability, operability, conformance to facility operational and safety requirements, and integration with equipment designs, as well as performing    and overseeing work to ensure compliance with the LLNL Quality Assurance Program and ASME NQA-1, 2008 edition thru ASME NQA-la, 2009 Addenda, Quality Assurance Requirements for Nuclear Facility Applications.Develop and issue complex procurement packages that include Statements of Work, Subcontractor Submittal requirements, Technical and Quality Assurance requirements, acceptance testing and receipt inspection requirements, Security-related requirements and Environmental, Safety and Health requirements.Develop, review, and issue Commercial Grade Dedication packages in accordance with the LLNL Commercial Grade Dedication Program.Validate that all items, materials, and services procured conform in all aspects to the approved design critical requirements and comply with the LLNL institutional procurement policies and procedures to complete procurement packages.Provide leadership and/or act as a Procurement Engineering subject matter expert to personnel.Conduct on-site audits and remote administrative reviews of suppliers to assess their quality management systems and processes.Perform other duties as assigned.

Additional job responsibilities, at the TSS.5 level

Assist and lead in developing a center of excellence in the area of Procurement Engineering at LLNL by further developing the program and influencing strategic decisions related to procurement engineering.Lead integration team activities in procurement engineering to support the overall project requirements, including technical quality, cost, and schedule.Make decisions and resolve a diverse range of highly complex multi-project/program requirements through negotiation, collaboration, and influence, using creative and innovative approaches and a high degree of independent discretion, judgment, and broad latitude.Serve as the customer interface for all Commercial Grade Dedication activities.Participate in Energy Facility Contractors Group (EFCOG), Nuclear Procurement Issues Council (NUPIC), and Electric Power Research Committee (EPRI) meetings and standards writing.Use extensive experience and knowledge to mentor staff across the organization and to identify and recruit staff to LLNL. Qualifications Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.Bachelor’s degree in Engineering or related technical area or the equivalent combination of education and significant related experience and demonstrated ability to lead the application and development of creative solutions, principles, theories and concepts in an innovative fashion as outlined above.Significant experience and demonstrated highly advanced knowledge and ability in the implementation of ASME NQA-1 requirements with emphasis on design, procurement, control of items, material traceability, records, shipping/handling, test and inspection control, and special processes.Significant experience in Procurement Engineering and highly advanced knowledge of engineering principles and procedures, design guides, appropriate standards and administrative practices.Demonstrated expertise in preparing, reviewing, and approving technical documents that support procurement actions, including installation instructions, verifications, acceptance, and testing documents.Sound knowledge of engineering methodologies as they apply to design, construction, or fabrication including the knowledge of engineering systems and calculations; applications of engineering methods; and application of technology aided engineering tools to conventional and non-conventional facility and operations-based engineering problems.Expert verbal and written communication, facilitation, collaboration, and interpersonal skills necessary to effectively present andexplain technical information, influence and provide advice to senior management and/or external sponsors, and provide guidance to team members.Ability to prioritize and manage multiple tasks requiring varying, and or scarcity of resources.Significant experience effectively working in small, multi-disciplinary teams and interacting and collaborating with all levels of technical staff, managers, vendors, and external contacts.Experience with computers, i.e., Word, Excel, PowerPoint, and database management.

Additional qualifications at the TSS.5 level

Extensive experience implementing DOE Nuclear Safety standards in an ASME NQA-1 environment.Expert knowledge of Codes and Standards such as: ASME, AWS, UL, NEMA, ASTM material Standards (Materials, chemical analysis methods, welding, leak testing, pressure testing), NRC and DOE Commercial Grade Dedication documents, IEEE 323 and 344).In-Depth knowledge of 10CFR830, DOE 414.1(D), 10CFR50 Appendix B, The DSA, Technical Specifications, Pre/Post installation procedures.Extensive experience and demonstrated ability to plan, integrate, execute, prioritize, and manage multiple diverse tasks, often with conflicting requirements, in order to meet project schedule demands and Management direction.Demonstrated experience in proactively anticipating, identifying, and addressing procurement issues prior to receipt inspection in order to ensure Project schedules are met, and frequently interfacing with Suppliers and expediting activities when necessary.In-depth experience and expertise associated with: implementing commercial grade dedication, and identifying nuclear and high- hazard facility system aging degradation development/refinement of standard procurement and acceptable use policies; evaluation and approval of substitutes and configuration control changes; development and approval of receipt and vendor inspection plans; resolution of material problems, review and resolution of failure report, documentation of deficiencies, administration of the procurement engineering action tracking, and providing support to supplier quality.Extensive experience as an expert technical advisor and in implementing, overseeing, assessing, and managing procurement engineering activities.Expert level knowledge of Engineering principles and procedures, safety basis interaction, design, appropriate standards, and administrative practices as applied to DOE non-reactor nuclear and high hazard facilities. with schedule and cost control systems.Demonstrated leadership skills to effectively lead and manage small, multi-disciplinary teams with extensive experience interacting and collaborating with all levels of technical staff, managers, vendors, and external contacts.

Qualifications We Desire

Advanced experience as a Procurement Engineer/Specialist at a DOE facility or commercial Nuclear Power Plant or on Nuclear Construction Projects.Advanced knowledge of industry, regulatory or Department of Energy/National Nuclear Security Administration (DOE/NNSA) complex codes, standards, and criteria pertinent to the particular engineering discipline.Experience in performing commercial grade item dedication and environmental equipment qualification to ensure that structures, systems, and components meet both technical and quality requirements.Experience with glovebox designs and procurement and as a Subcontract Technical Representative at a DOE facility.Expert level knowledge of engineering concepts such as: the Single Failure Criteria, Defense-in-Depth concepts, Common Mode vs. Common Cause Failures, Engineering Judgement, etc.Experience with welding, NDE, and metallic and non-metallic materials.Knowledge of DOE Documented Safety Analysis process and requirements. Security Clearance
