Senior Procurement Manager | APSP
+ **Location: Port Moresby** + **Commencement: March 2025** + **Open to PNG Citizens** **About the Program** A stable, prosperous, peaceful and resilient PNG is critical to Australia's interests. Australia is PNG's largest development partner; its main partner on economic and security issues. The Australia PNG Subnational Program (APSP) is an enabling mechanism comprised of three separately designed programs including; Bougainville Partnership, Kokoda Initiative Partnership and South Fly Resilience Plan and Western Province Partnership. Each program has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems. There are five high level outcomes which span all programs: + Output one: Effective gender-centred programs delivered for Bougainville, Kokoda, and Western Province + Output two: Support DFAT to coordinate Australian inputs in selected subnational contexts + Output three: Technical assistance targeted at key institutions and policy reforms + Output four: Rapid programming of resources in support of DFAT priorities + Output five and six: Analysis, learning, and adaptation Managed by Abt Global under a single contract from 2022 to March 2026 with the possibility of Head Contract beyond this date the centralised approach is aimed to ensure and drive value for money by realising back office efficiencies, ensure gender is consistently at the forefront of each program and deliver opportunities for learning and adaptation between programs. The position is also required to support other programs managed by Abt Global in their complex procurement activities as well as across the shared services operational platform. **Position Overview** The APSP Procurement team is responsible for: Provide end to end management of major and complex or high-risk minor procurement activities and associated contract management; Providing guidance on procurement processes and contract administration and management including compliance with the Commonwealth Procurement Rules and laws and standards relevant to procurement activities; and Management and implementation of Abt Global’ procurement processes including market analysis, approaches to market, evaluation and awarding of contracts and contract administration. The Senior Procurement Manager will provide technical procurement services supporting the program. The Senior Procurement Manager will work with program staff to provide procurement support on a range of contracts and engagement across a variety of sectors. The Senior Procurement Manager will report directly to the Complex Procurement and Infrastructure Specialist and will be responsible for supporting the program teams to deliver end-to-end management of major and complex or high-risk minor procurement activities. **Key Responsibilities** Specific responsibilities include: + To support the management of the major and complex or high risk minor procurement within the program, and assist in leading major procurement activities; + Provision of technical procurement advisory services to the program in relation to procurement activities, form of approach to market and best modality for achieving desired outcomes. + Provision of expert advice and guidance on procurement processes and contract administration and management including compliance with the Commonwealth Procurement Rules and laws and standards relevant to procurement activities. + Management and implementation of Abt Global’ procurement processes including market analysis, approaches to market, evaluation and awarding of contracts and contracts administration; + To lead program tender and procurement processes and the evaluation and selection of successful tenderers and applicants. + Provision of advice and assistance in the development of scopes of work and draft contractual and procurement documentation as appropriate for a range of projects including specialist construction advice on compliance with building laws and standards including interpretation of drawings, scopes of works and works schedules. + Support major and minor procurement program staff and supervise tasks as required and support the team to track end to end procurement. + Encouragement and support of development of personnel within the procurement team and the ongoing advancement and improvement of procurement processes and systems; + To ensure all contract approvals and procurement deliver Value for Money; + To undertake periodic project site visits for inspections including assistance to teams with identification and management of building defects; + To undertake training in procurement processes and requirements with the APSP team and other programs; + Assistance with the development of program and/or sub-program annual procurement plans where requested; and + To undertake other duties as required by the Complex Procurement and Infrastructure Specialist including assisting other PNG based programs as required. **Specific Deliverables** + Conduct all purchasing and procurement activities efficiently and on a timely basis, according to stakeholders’ requirements, and in accordance with the Commonwealth Procurement Rules, Abt Global policies and other relevant standards + Ensure all procurement activities are performed in a fully professional, transparent, and ethical manner; + Complete associated reporting for contracting and procurement; + Support the delivery and recording of compliance training activities including fraud and anti-corruption training and fraud management. **Key working relationships** + Complex Procurement and Infrastructure Specialist + Contracting and procurement teams across Abt PNG programs + Key Abt PNG Management Services staff **About You** For applications to be considered, a response to the key selection criteria below must be provided; + Demonstrated high level knowledge in procurement and contracting management in a complex program environment (preferably in the International Development context). + Demonstrated ability to implement procurement and contracting procedures in line with Commonwealth Procurement Rules and laws and standards relevant to procurement activities + Strong written and verbal communications skills with demonstrated experience preparing reports and briefs for senior management and stakeholders + Demonstrated experience working in a diverse team and commitment to the principles of inclusion, localisation and equity **How to Apply** + Please ensure to address the Key Selection Criteria (About You) in your cover letter, and submit your application online, along with your CV as a single document. + Applications must be submitted personally by individuals only.
