Job Description:\n
Semper Valens Solutions is looking for a Senior Program Analyst to support our team at APG, MD in support of Program Manager Intelligence Systems & Analytics (PM IS&A). Position may require periodic travel to Aberdeen, MD to meet with customers.\n
Duties:\n\nPlans, organizes, directs, and conducts weapons system cost estimating, analysis and research in problem areas of very extensive scope and complexity. \nDefines and develops novel approaches to difficult problems using sophisticated techniques. \nPerforms cost analysis to create products used for program decision making, reporting, and to secure funding.\nAlign cost element breakdowns and perform base year and then year cost forecasts.\nSupports system engineering, program management, risk management, and process-based methodology with life cycle cost analysis, metrics management, cost benefit analysis, and acquisition.\nProvides financial management, and technical expertise in the materiel acquisition process.\nSupports the Planning, Programing, Budget and Execution (PPBE) process with analytical assessments, analysis, and development of key documentation to support annual budget execution activities and milestone decision reviews.\nWork with Deputy Assistant Secretary of the Army - Cost and Economics office on program cost estimating.\n\n

Required Skills & Experience:\n\nDetailed-oriented with excellent technical, verbal, and written communication skills.\nArmy systems or acquisition program support experience associated with contract management, acquisition program planning, requirements development, cost estimating and analysis, and budget and financial management\nFamiliar with the ACE-IT software and knowledgeable of Army Cost Estimating standards. \nMust have five (5) years direct experience with verbal and written communication to include presentations and\/or briefings to product managers, division chiefs or equivalent grade. \n\n

Qualifications:\n\nBachelor's degree required. Degree preferred in Business, Accounting, or related field. \nAt least ten (10) years' experience managing government programs is required.\nAn additional four (4) years of experience may substitute degree. \n\n

Travel: \n
Less than 10% travel is expected for this position. Travel may include continental United States and outside continental United States locations. \n
\n
Work Environment: \n
This position will be co-located with the customer and other contractors in Government office spaces. \n
\n

Physical demands of this position include ability to:\n\nBe independently mobile.\nCommunicate effectively with co-workers and customers.\nWithstand prolonged periods of sitting at a desk and computer use.\nClimb stairs, ramps, ladders, and work stands.\n\n

Position Type\/Expected Hours of Work:\n
This is a full\u2010time position, Monday through Friday. Flexibility around core hours. Travel may occur outside of normal core hours.\n
