Credence Management Solutions, LLC (Credence) is seeking a Program Manager at the Senior level for our Distributed Common Ground System (DCGS) program at Robins AFB, GA. The Air Force Distributed Common Ground System (AF DCGS) is an intelligence enterprise system, comprised of 27 active duty, Air National Guard (ANG), and mission partner sites, interconnected by a robust communications infrastructure spanning the globe.

 

This position is to support the standup of the Sensor to Shooter SWAP. 

 

The Program Manager shall have comprehensive knowledge of principles, policies and practices of systems acquisition and program management, as well as knowledge of roles and relationships within the DoD and the Air Force. Individual must have knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs. Individual has the knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines, be able to recommend viable solutions to problems and the pursuit of alternative courses of action. 

Responsibilities include, but are not limited to the duties listed below

 

Individual must be able to effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, plans, etc.). Individual shall be able to plan, research, analyze and assess system acquisition in terms of development, production and deployment of weapons systems and associated equipment; formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives. The Program Manager shall be able to support and develop acquisition reports, including statutory and regulatory reports (i.e. DAES, MAR, etc.). Support program management reviews, senior level meeting/reviews and IMP/IMS reviews. Program Managers shall be able to support and develop various briefings/schedules of program status and acquisition tasks to senior management. Support program management reviews, senior level meeting/reviews and IMP/IMS reviews. Support implementation and execution of agile software development processes in concert with Government and Prime Contractors.Provides Program level acquisition support to the Program Manager and Integrated Product Team leads by helping guide successful program execution to maintain the acquisition battle rhythm and deliver warfighter capability.Individual must have knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs.Provides expert advice and solutions to program leadership to facilitate successful contract execution for the program. Analyzes overall program health and advises program leadership on options to maintain cost, schedule and performance objectives.Reviews acquisition documents and provides comments offering an executive level perspective to ensure consistency and accuracy. Documents may include, but are not limited to, Acquisition Decision Memorandums, Life Cycle Sustainment Plans, Acquisition Strategies, Acquisition Program Baselines, Risk Management Plans, Program Management Reviews and Milestone Decision Briefs. Individual must be able to effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, plans, etc.).Personnel should be able to provide program perspective from tactical level insights (e.g. communities of interest, interface programs, users) to operational (e.g. Division Chief, Directorate, O-6 Users) strategic levels (e.g. GO level users, COCOMs, Program Element Monitor, Congress) and effectively communicate and translate program information and concerns to and across each of those communities.Contractor shall be able to support and develop acquisition reports, including statutory and regulatory reports (i.e. DAES, MAR, etc.). Contractor shall support Program Management Reviews, senior level meeting/reviews and IMP/IMS reviews.Contractor shall be able to support and develop various briefings/schedules of program status and acquisition tasks to senior management. Support cost and schedule reduction activities to include agile software development.Support implementation and execution of agile software development processes in concert with Government and Prime Contractor shall work closely with the PM but will be able to work with little to no direction and provide an exceptional product. Education, Requirements and Qualifications

 

Active TS/SCI clearance is required. One of the following Education/Experience criteria must be met:Advanced Degree (MA/MS) and 12 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoDBA/BS degree, and 15 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD20 years of directly related experience with proper certifications, 8 of which must be in the DoD.Willingness to travel if required.
