Job Description
Reporting to Director of Healthy Homes Administration, the Associate Housing Development Specialist is responsible for a portfolio of business units within the Healthy Homes Department and works directly with these business unit to coordinate and manage quality assurance efforts. The Associate Housing Development Specialist must have specialized knowledge in inspectional processes. Knowledge in housing, health and/or environmental policy is a plus.
Responsibilities include, but are not limited to the following:
1. Track inspection progress and execution to assess performance.
2. Conduct retrospective oversight and review of NYCHA personnel and vendors conducting inspection, remediation and abatement of lead, mold, and other hazards to evaluate the efficacy and
compliance with federal, state, and local regulations.
3. May conduct, analyze, or prepare condition assessment reports based on conditions needs at the developments to make recommendations in formulating project needs and options.
4. Prepare detailed reports outlining the findings which highlight the extent to which activities are being conducted in compliance with applicable regulations and industry best practices, flagging
potential gaps or risks for supervision.
5. May provide technical assistance and guidance to vendors in submitting reports.
6. May prepare summary analyses and recommendations to supervisory staff.
7. Liaise with respective NYCHA staff and business unit leadership to perform in-depth oversight efforts through document reviews and interviews.
8. Develop targeted data reports and data visualizations that surface key analytical investigational and data metrics related to lead and mold conditions.
9. May investigate internal complaints of poor adherence to standard protocols and industry standards.
10. Review statistical and other technical data submitted by vendors.
11. Assist vendors in implementing more efficient/effective approaches to program performance.
12. Collaborate with internal and external stakeholders to develop, document and maintain policies, procedures, systems, and applications to support meeting deadlines set forth in the 1.31.2019
Agreement specifically related to Lead & Mold.
13. Conduct desk monitoring of work order completion associated with healthy homes related activities to evaluate compliance with policy and performance standards.
14. Collaborate across business units to recommend process improvements that will increase NYCHA’s responsiveness to resident/tenant concerns and efficiency of operations.
15. Advise the QA Manager, Contract Specialist, and other staff in developing well-informed and operative strategies to maximize unit and department effectiveness.
16. Perform special project tasks, ad-hoc analyses, and prepare relevant reports and presentations as assigned.
17. May supervise Contract Specialist and Bookkeeper titles.

ASSOCIATE HOUSING DEVELOPMENT - 22508
Qualifications
1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or
2. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or
3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.
