The Opportunity

Black & Veatch has an exciting opportunity for a Senior Program Manager and Technical Advisor position focused on water and wastewater projects and programs across Texas and the central region.

Black & Veatch’s Water Solutions business works to provide sustainable and innovative solutions, integrated planning, design and construction support for critical facilities. By joining our business, you will provide infrastructure solutions for community benefit on behalf of regulated utilities and government agencies.

Key Responsibilities Lead a team that provides technical solutions and differentiation focused on water supply/treatment/distribution, wastewater collection/treatment, biosolids management, recycled water, water quality regulations and utility infrastructure systems. Serve as a regional technical advisor on large complex programs and projects to identify innovative solutions to maximize benefits to municipalities and utilities. Lead select major program or project opportunities from planning through construction. Present updates to external client stakeholders and support decision-making. Provide oversight of the program schedule and budget using Black & Veatch’s internal processes and manage large inter-discipline teams of internal and subconsultant resources. Provide recommendations on client’s processes, organization and readiness to embark on major programs and alternative project delivery. Support the team’s use of risk-based assessments to develop and prioritize capital improvement programs (CIPs). Lead and provide technical expertise to support marketing and business development. Support pursuit, proposal and project interview activities. Work closely with Client Directors and the Area Director to leverage existing and build new relationships with clients and decision-makers in Texas. Help mentor professionals and grow the team by identifying high quality candidate and recruits. Preferred Qualifications Professional Engineer license in Texas 20+ years of relevant water engineering experience including, but not limited to, water and wastewater infrastructure planning, asset management, CIP optimization, detailed design and construction Experience managing large water and wastewater programs and projects Knowledge of water and wastewater conveyance and treatment regulations Proficient with technical and thought leadership surrounding water and wastewater infrastructure systems. Experience in presenting and discussing technical topics and solutions to external clients. Experience providing input and oversight of technical tasks and project teams performing studies and assessments of water and wastewater projects Proficient with report writing and PowerPoint presentations Strong written and verbal communication skills with the ability to work both within a team and independently Willing and able to travel to project sites and client meetings as needed Minimum Qualifications Bachelor’s degree or equivalent experience. Work Environment/Physical Demands Hybrid work schedule: 3 days in office and 2 days remote  Typical office environment, typical construction environment, extreme weather conditions, high noise level, safety hazards (electric currents, working on scaffolding and high places, exposure to chemicals), atmospheric conditions (fumes, odors, dusts, mists, gases, poor ventilation).  Sitting, walking, talking, hearing, reading, writing, keyboarding, driving, filing, reaching, stooping, crouching, bending, standing for extended periods of time, lifting or carrying up to 40 pounds.
