Senior Program Manager (Secret Clearance Required)

We are seeking a senior level program manager with a strong technical background and demonstrated success in leading and managing large delivery teams providing Agile DevSecOps for a portfolio of enterprise-level applications and systems to support the US Coast Guard (USCG) Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC). Must have specific experience in Cloud migration of enterprise applications, cybersecurity, and collaboration with IT infrastructure service providers.

The ideal candidate will possess demonstrated experience leading teams working within multi-vendor environments and technical “software factories”, providing application/software development for Department of Defense and Department of Homeland Security customers. Commercial experience also a plus.

Responsibilities

Modernizing legacy enterprise applications - driving innovative solutions - introducing industry best practices for large scale, enterprise applications.

Serve as a Development and Engineering technical advisor to government leadership.

Orally present and communicate instructions, and draft written reports and documents that convey the findings/results of analysis to non-technical audiences.

Prioritize tasks and assignments to Contractor work force based on best practices and Government’s direction and best practices.

Resolve problems, issues, or conflicts, as required.

Ensure Operational Issues are appropriately resourced and addressed in a timely manner; provide regular updates to government leadership.

Organizes, directs, and manages contract operation support functions, involving multiple complex and inter-related project tasks.

Manages teams of contract support personnel at multiple locations.

Maintains and manages the customer interface at the senior levels of the customer organization.

Meets with customer and contractor personnel to formulate and review task plans and deliverable items.

Oversees the integration and interoperability of operational applications and systems involving personnel, financial, mission support, and logistics mission needs.

Ensures conformance with program task schedules and costs.

Establishes and maintains technical and financial reports to show progress of projects to management and customers, organizes and delegates responsibilities to subordinates and oversees the successful completion of all assigned tasks.

Qualifications

Must have demonstrated experience in software development processes supporting the entire software lifecycle and the use of agile sprint methodologies.

Must have familiarity with Cloud and Cloud migration processes, and experience leading delivery teams overseeing migration of large systems to the Cloud.

Bachelor's Degree, with a M.S preferred, in Business, Engineering, Management Sciences, Computer Science, Information Systems, or other related discipline.

Twelve (12) years of relevant IT Program/Project Management experience.

Must be a certified PMI Project Management Professional (PMP) in good standing.

Preferred: experience with Azure and/or AWS deployment, software and Cloud security, and CISSP and/or CCSK certifications.
