Senior Program Officer, Measurement & Insights, 9-month LTE

The Team The mission of the Global Policy & Advocacy (GPA) division is to understand and shape the public policy debates affecting the foundation's work, build support for its major program and policy objectives, and develop partnerships and alliances that can advance the foundation's objectives nationally and globally. Because the foundation's resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse stakeholders and promote innovative solutions that advance our program goals.  We work in close partnership with grantees, our colleagues in the Global Health, Global Development, Global Growth & Opportunity, U.S. and Gender Equality programs, and Foundation Communications to build the environment in which all people have the opportunity to lead healthy and productive lives. * This is a 9-month limited-term position. Relocation will not be provided. Your Role The Senior Program Officer (SPO) is responsible for providing division-wide and strategy-specific Measurement & Insights support to GPA as a part of the Measurement, Learning and Evaluation team. What You’ll Do + Lead news and social media analysis for various GPA projects including building a baseline and tracking key metrics related to both traditional and social media coverage of GPA priority issues in key markets. + Utilize social media analysis tools to improve our understanding of key audiences. + Use social listening tools to translate real-time monitoring data into thoughtful insights/takeaways with actionable consequences. + Manage and advise vendors involved in the production and collection of communications data. Lead in developing and maintaining communications KPIs for dashboards that would be created to track progress on policy, financing, and agenda setting goals to inform key decisions. + Develop and implement tools/systems to measure the outputs, outcomes and impact of GPA’s communications work using sector benchmarks where feasible. + Collaborate with the Strategy, Planning and Management team in the development of materials for meetings with foundation leadership. + Build measurement frameworks for digital communication interventions that include the development of theories of change, KPIs, and learning agendas. Your Experience You have demonstrated skills and/or expertise in evaluating digital communications campaigns as well as media analytics more broadly. You are proficient at social and traditional media analytics, digital media monitoring, network and sentiment analysis, and owned channel performance. + Experience setting up digital data collection activities – other evaluation methods a plus – as well as visualization and reporting. + Experience using social listening and media analysis tools such as: Brandwatch, Meltwater, Cision, Quid, etc. + Practical expertise in a professional capacity (preferably in a client serving organization, PR Agency, or advocacy organization/sector NGO) in communication measurement and evaluation strategies. + Experience working with change logics, behavioral science and evaluation approaches as they relate to communication. This role has a heavy emphasis on digital communication. + Proficiency building multi-channel measurement frameworks, mapping indicators to objectives, and outcomes and goals. + Advanced practical knowledge of Microsoft Excel, including pivot -tables and macros, and strong data visualization skills in PowerPoint. + Proficient at presenting data in a visually attractive, compelling, and comprehensible manner. through scorecards, dashboards, charts, or infographics. + Experience crafting projects in communications. Specifically, developing theories of change, indicators for evaluating success, and reporting. + Experience in media relations a plus. + Digital agency experience a plus. + Preferred location is Seattle, but Washington DC can also be considered. + 7+ years’ proven experience in similar role doing research/evaluation work. + Experience working in non-profit/public health, government, communications/digital agency, or private sector organization is strongly preferred. *Must be able to legally work in the country where this position is located without visa sponsorship. The salary range for this role is $166,300 to $249,500 USD. We recognize high-wage market differences in Seattle and Washington D.C., where our offices are located. The range for this role in these locations is $181,200 to $271,800 USD. As a mission-driven organization, we strive to balance competitive pay with our mission. New hire salaries are typically between the salary range minimum and midpoint. Actual placement in the range will depend on a candidate’s job-related skills, experience, and expertise, as evaluated during the interview process.
