Clover Leaf Solutions is seeking an experienced Senior Project Controls Specialist to manage and integrate critical project control processes, ensuring cost efficiency, schedule adherence, and performance measurement for a high-stakes project. This role involves oversight of scheduling, cost integration, earned value management, and performance baseline management within a federal and nuclear industry context.
Key Responsibilities:
Develop and manage integrated project schedules in Oracle Primavera P6, aligning with technical and cost management strategies. Ensure seamless integration of scheduling data with the Cobra cost engine for accurate cost performance, change control, and analysis of budgets, actuals, and forecasts. Oversee the Estimate to Complete (ETC) process and validate the Estimate at Complete (EAC) using Cobra. Review and enhance Earned Value Management System (EVMS) implementation, identifying opportunities to improve system efficiency and effectiveness. Manage the performance measurement baseline through monthly integration of schedule plans, status updates, forecasts, and accounting system actuals. Prepare and analyze program performance metrics, cost variances, and deliverables (Formats 1-5) while ensuring compliance with the established monthly business rhythm. Facilitate schedule development and review, ensuring error-free integration of P6 activities with Cobra and addressing comments during the review process. Collaborate with estimators and schedulers to maintain an accurate and comprehensive project control framework.Qualifications:
Minimum Requirements:
U.S. Citizenship is required. 14+ years of experience in project controls, including scheduling, cost management, and EVMS in a federal or nuclear environment. Proficient knowledge of Federal regulations, including DOE Orders, as well as state and local codes applicable to project controls. Ability to thrive in a diverse work environment. Successful completion of pre-employment screening, including background and drug testing.Desired Qualifications:
Previous experience with nuclear facility projects is highly preferred.
