Summary
This position is responsible for arranging, coordinating and overseeing the planning, design, procurement, and construction phases of the Regional Trestle Renewal, Trails Widening & Lighting Project which as a budget of $53 million. This work will include arranging internal and external specialist resources including consultants and contractors to rehabilitate (or replace) three aging timber trestles, and widen, light and separate use on 5.3km of the Galloping Goose Regional Trail between the Selkirk Trestle and Grange Road and 1.3km of the Lochside Regional Trail between the Switch Bridge and McKenzie Avenue/Borden Street.
Key Duties & Responsibilities Oversees the design, procurement and construction phases of the Regional Trestle Renewal, Trail Widening and Lighting Project. Provides professional and technical expertise, guidance and direction to technicians and staff including acting as project lead as assigned. Acts as a primary contact and liaison with consultants, contractors, and external parties. Acts as the project manager on assigned projects following all policies, procedures and standards of the CRD to ensure projects are completed on schedule and within budget. Coordinates the design components of the project including active transportation, civil, electrical, geotechnical, environmental, and structural disciplines. Develops, implements, and oversees project–related scopes of work, schedules and budgets. Develops criteria for and manages contracts with consultants, contractors, survey crews and other external specialists, including monitoring performance to ensure construction standards are met Performs evaluations on facilities including detailed analysis and problem solving as well as prepares recommendations and planning estimates, including cost estimates and design proposals. Develops and executes engineering feasibility studies including cost analysis and technical reports. Prepares and presents reports and recommendations to CRD staff, Committees, Councils, Advisory Groups, community associations, First Nations, project partners, and special interest groups. Establishes and maintains effective communications between internal and external parties to foster successful completion of projects and plans. Provides professional certification of work within field of expertise, including signing and sealing related documents and drawings as needed. Follows all policies, procedures and standards of the CRD. Performs other related duties as required. Additional Information This position is a four-year term. The project is anticipated to be completed in phases starting in 2025 and finishing by 2029. Position is based out of the downtown CRD offices with site visits at CRD regional trails and other community locations as needed, Key Skills & Abilities Operational knowledge of Worksafe BC regulations regarding worker/contractor safety and Employer’s responsibilities. Experience in planning, design, and construction of active transportation infrastructure projects is an asset. Demonstrated understanding of design and construction of public works facilities (paths, bridges, trestles, intersections, water, sewer, roads, utilities, building structural, and electrical systems, etc.) through each phase from conceptual design to completion. Experience in drafting and executing invitation to tenders for civil works within local government context. Experience in contract administration for civil public works facilities is an asset including experience in managing change orders, validating progress draws, and resolving disputes. Demonstrated experience in project and construction management, preparing work plans, contract documents and possessing good negotiation and conflict resolution skills. Willing to be part of a high performance environment with the ability to work effectively efficiently and independently under stressful conditions often involving multiple deadlines and conflicting agendas. Excellent communications (verbal and written), interpersonal, and customer service skills are required. Working knowledge and experience in the application and interpretation of federal, provincial and municipal legislation, regulations and guidelines related to civil engineering works and active transportation infrastructure. Ability to prepare detailed and comprehensive technical reports, specifications, terms of reference, requests for proposals, contracts and specifications. Knowledge and ability to use various computer word processing, spreadsheet and project scheduling programs and databases. Ability to use MS Project is an asset. Knowledge of project management principles and best practices. Demonstrated experience with preliminary and detailed design functions and carry out feasibility studies including cost estimates. Well-developed leadership, relationship-building and decision-making skills. Qualifications Degree in a related discipline A minimum of 10 years' progressively responsible experience Certifications Professional engineering (P.Eng.) designation with Engineers and Geoscientists British Columbia (EGBC) or eligibility for designation. Valid BC Driver's Licence As an alternative to driving, must be willing to take e-bike training (offered through CRD for employees) and travel by CRD e-bike to site meetings, as required, or possess ability to use public transitAPPLICATIONS
