Complete Description:
The Office of the Chief Technology Officer (OCTO) is seeking to hire a Senior Project Manager to manage the daily operations of OCTO resources to support the implementation of the District of Columbia Access System (DCAS). DCAS will be state-of-the-art health and human services solution, providing the District's Health Benefit Exchange (HBX) with a new integrated eligibility system for Medicaid, private health insurance, and other programs with new case management capabilities that span programs and agencies.
The Senior Project Manager must have a minimum of 10+ years of demonstrated hands-on-experience in development, implementation and management of large complex IT projects, with preferred knowledge in Health Benefit systems. The suitable candidate must be able to manage a senior team of technical resources - Enterprise Architect, Service Oriented Architect (SOA), Security Architect and Infrastructure SME. This team will provide technical advisory services to coordinate DCAS architecture design with the DCAS vendor and ensure that other agency system integration is consistent with the local data hub architecture.
The Senior Project Manager's duties include but are not limited to:
* Leading cross-functional teams, Project Managers, Business Analysts, and Developers to plan and execute work
* Expertise in using project scheduling, issue tracking and financial tools for project status reporting
* Adherence to software development lifecycle processes including Agile Methodologies (SCRUM)
* Expertise in organizing and executing tasks, translate priorities to a plan and remain flexible as requirements change during the project lifecycle
* Document processes and communicate effectively to project team members on status, including issues and risks
* Report status to senior management, including District executives on project updates and key milestones
