SENIOR PROJECT MANAGER
Job Description The Office of Performance Management and Data Analytics (OPMDA) assists the agency in translating its priorities into quantitative and measurable indicators for program monitoring. OPMDA’s Performance Management Unit is responsible for reporting and analyzing critical statistics and data on social service programs administered by NYC’s Human Resources Administration and Department of Homeless Services. OPMDA supports these Agencies in meeting their mission of fighting poverty and homelessness and creating better access to social services and public benefits. This unit supports data-driven management and decision making through the development of performance management systems that benchmark and measure operational processes and performance outcomes. OPMDA is recruiting for one (1) City Research Scientist III to function as the Senior Project Manager, who will: - Develop new program management initiatives for the Commissioner and the Mayor; provide essential program monitoring to assess impact and effectiveness of programs; develop and maintain statistics for analysis of program’s client population in order to apprise the agency of changing client characteristics to facilitate appropriate responses and provide needed support for programs and budget planning. - Provide technical assistance on available data sources, data base construction, preparation of need assessment and research designs/statistical analysis to agency staff and other city agencies, advocacy and/or community groups. - Create and manage various on-going and ad-hoc reports, data analysis, and management reporting and performance measurement systems including but not limited to writing sql in an Oracle and/or SQL Server environment. - Conduct analyses of outreach programs and sub-programs to ensure accurate monitoring of clients and activity including but not limited capturing clients on caseload, monitoring placements and clients that remain placed. - Prepare comprehensive policy analysis and research studies and reports for the Commissioner and Senior Executive staff. Work Location: 4 WTC/150 Greenwich Street, New York, NY 10007 Hours/Schedule: 9-5 Qualifications 1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above. NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.
