For information about Oregon Consensus (OC), please visit https://oregonconsensus.org/ Position Summary The Senior Project Manager supervises projects and provides impartial mediation and dispute resolution services, assessments, convening, and project facilitation to help solve highly complex and large community problems/disputes, and may participate in research and training. The position entails a significant level of departmental impact.

The position requires the mentoring of less senior staff and works on assigned projects of the highest level of competency and complexity, which is defined by a number of factors including (but not limited to): Engagement of participants: a large number of participants with a wide variety of professional, personal, and lived experiences and overall challenges related to engaging those participants. The intersection of multiple racial groups, cultures, and languages. Dynamics of the situation: situations with high levels of conflict and low levels of trust. Cross-Sector: situations involving participants from multiple sectors. Scope/Duration: long term project(s) with multiple committees. Political Sensitivity and Visibility: either because of the issues or participants involved, there is a high level of political sensitivity and visibility. Role: contract negotiation, managing the budget and scope, and assuming responsibility for project design and implementation, conflict resolution, and representing NPCC within as well as outside the university with external partners, decision-makers, and public audiences.

Minimum Qualifications Master’s or advanced professional degree with 3+ years of related work experience. Bachelor’s Degree with 7+ years of related work experience. Excellent interpersonal, oral and written communication skills. Ability to establish and maintain effective working relationships involving considerable tact and diplomacy with public officials, private organizations, contractors, other PSU employees, and the public. Excellent organizational skills. Demonstrated expertise in facilitating, mediating, or leading collaborative and/or public engagement processes to address public policy issues or community based issues. Demonstrated ability to function effectively in highly contentious situations and in that role, see all sides of controversial issues. Demonstrated team and/or organizational leadership ability, and is a self-starter, comfortable taking initiative, handling responsibilities, and able to manage many tasks, people, and projects at the same time. Familiarity in addressing public policies related to community, economic development, land use, infrastructure, and/or other issues. Demonstrated ability to relate well with elected public officials, community leaders and with advocates with strongly held views, as well as with community members in general. Proficiency with word processing and spreadsheet software, internet usage, and electronic communications. 2 years experience developing and managing complex contracts and project budgets. Understanding of the concepts of Institutional and structural racism and bias and their impact on historically excluded communities and a commitment to justice, equity, diversity, and inclusion. Experience working with and in communities that have traditionally been left out of public decision-making. Possession of a valid State-issued driver’s license. Preferred Qualifications J.D. degree or Master’s degree in conflict resolution, mediation, public administration, or a closely related field. 5 year’s experience working with government agencies at the state, regional, and/or local level or equivalent experience. Knowledge, experience with, and an understanding of administrative processes, regulations, bureaucracies, and tribal governments. Knowledge of business and non-profit needs and resources. Strong analytical and problem solving skills on difficult and complex projects. At least 5 years of experience in project management, with responsibility for building and maintaining contracts and complex budgets. Strong understanding of public decision-making processes related to a variety of disciplines. Ability to listen and identify important concepts or ideas in dialogue and to summarize and document them accurately. Ability to assess public conflicts, problems, and or opportunities, and design appropriate collaborative, dispute resolution, conflict resolution, or public engagement process. Personal, professional or lived experience in Black, Indigenous, or other communities of color. Experience working across racial, cultural, and linguistic groups. Experience securing community participation in public decision making, deliberation, and problem solving through relationship-building, coordinating communications, among other actions. Work Days/Hours Monday to Friday, 40 hours per week, hybrid schedule to be determined. Total Compensation Range & Benefits Statement Salary is dependent on several factors, and new employees will typically start around the Q1 level to allow for later growth within the salary band. PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity.

The starting annual salary for this position will be between $66,756 and $87,864, but may be negotiated above this range dependent upon the factors above, the budget of the hiring department, and approval from HR.
