Your Opportunity
Stantec is currently seeking a Senior Project Manager / Civil Engineer to provide technical leadership for our clients and staff on a variety of Power sector projects. This position will be part of Stantec’s Environmental Services team that provides the full range of expertise needed to address a variety of design projects, including support to public utilities, new electric transmission and rebuild projects, project access road planning and design, civil/environmental substation and battery storage facility design, and solar site/civil/stormwater due diligence and design development. Our staff members have established excellent working relationships with utilities and Power sector developers throughout the mid-Atlantic, and our knowledge and interdisciplinary expertise allow us to help our clients develop the most effective and innovative approaches to their environmental / engineering compliance goals.

Your Key Responsibilities
Serve as Sr. Project Manager or Project Technical Lead for Power Sector engineering projects with responsibility for reviewing and sealing of projects. Plan, organize, and manage the production of project deliverables to ensure on time delivery, technical quality and within budget – includes coordinating work efforts and the preparation of deliverables reports, client stewardship and coordinating with other disciplines on multi-discipline projects. Execute multiple concurrent projects efficiently. Provide technical leadership for projects in Virginia and occasionally for projects in other parts of the Mid-Atlantic / East Coast US, performing a variety of tasks to plan, execute and deliver the completed project. Prepare technical evidenced proposals as project issues arise with clients, contractors, equipment suppliers/vendors or reviewing agencies. Work with more junior engineers to perform hydrologic and hydraulic analyses, design calculations, write engineering reports, and select design criteria. Conduct alternative analyses to support business case evaluations for project decisions. Project management including coordinating work efforts and the preparation of deliverables reports, client stewardship and coordinating with other disciplines on multi-discipline projects. Mentor junior staff. Execute environmental permitting strategy, developing regulatory strategy, and directing environmental field surveys and construction compliance for a variety of projects. Complete and/or oversee permit application preparation, including gathering supporting documentation, conducting environmental assessments, and coordinating comment response with agencies. Direct subcontracted services and managing project budgets, schedules, and teams. Provide technical and regulatory guidance/support for development projects in the pre-project, permitting stage, and post-approval stage of site development. Prepare budgets and identify tasks while carrying out project work within agreed timeframes and on budget and within the Stantec PM framework. Complete and/or oversee technical document preparation and provide review of technical documents that support regulatory submissions. Support and ensure implementation of Health, Safety, Security and Environment (HSSE) Policies, Procedures, Standards and Guidelines in the execution of all work and coordinate with HSSE professionals during the execution of all phases of project planning and implementation. Develop and maintain positive client relationships, including seeking opportunities for new business.Your Capabilities and Credentials
Must have strong oral and written communication skills, and be customer focused to understand and appropriately respond to client’s business needs. Must demonstrate effective resource planning, results delivery, and staying current with relevant technology and innovation. Strong understanding of federal and state regulations and permitting requirements including the required supporting documentation. Proven ability to maintain and establish effective working relationships. Knowledge of documents related to requests for proposals, invitations for bid, and tendering offers. Work effectively in a team environment. Project and task management experience with strong attention to detail. Demonstrated team player with the ability to work independently and take initiative. Excellent technical writing, organizational, and communications skills.Education and Experience
Bachelor of Science (minimum) in Civil, Water Resources, Biological Systems, Environmental Engineering, or other closely related degree required. Masters preferred. Minimum of 10 years prior experience in a similar role required. Minimum of 2 years prior experience with large project or contract management responsibilities required. Professional Licensure (P.E.) required. Preferred: Knowledge of 401/404 and NEPA process in Virginia and Mid-Atlantic and associated state and federal regulatory requirements.
