This position is responsible for managing two programs: railroad coordination and school coordination and will supervise an Assistant Project Manager and Public Infrastructure Inspector. Specific job responsibilities related to railroad coordination include but are not limited to: + Work with the Federal Railroad Administration (FRA) and railroads to establish Quiet Zones along railroads in Houston. + Create and manage a database of assets related to railroads and Quiet Zones. + Manage inspection schedules for the maintenance of Quiet Zones. + Prepare and issue work orders for signage and pavement marking maintenance for Quiet Zones. + Manage contracts related to maintenance of Quiet Zones, as available. + Coordinate with FRA officials on regular inspections of Quiet Zones and respond to official requests from FRA for information related to Quiet Zones. + Coordinate with railroads on railroad projects that may impact local roadway infrastructure. + Respond to complaints, inquiries, and questions for citizens, City officials, and other requestors related to railroad issues. WORKING CONDITIONS There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions. The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. Requires the ability to make simple gross motor responses within large tolerances. This is a Department of Houston Public Works Emergency Management Position at the Tier II Level. MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required. EXPERIENCE REQUIREMENTS Six years of experience in construction, construction inspection, design, geo-technical, environmental or a closely related field are required. Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.
