ICF is seeking a team-oriented Senior Purchasing Administrator (Buyer) to join our growing Procurement team within our Contracts & Administration Group. We are looking for an individual with purchasing experience supporting federal and commercial client contracts, preferably in a professional services environment.
This role is responsible for executing the procurement processes and administering vendor agreements to ensure adherence to approved purchasing system policy and procedures, client requirements, and procurement best practices. A successful candidate will possess great communication skills, a strong work ethic, and thrive in a fast-paced, deadline driven environment.
Key Responsibilities:
Execute the entire procurement process (cradle to grave) for direct and indirect requirements to fulfill business needs while ensuring adherence to approved purchasing system policy and procedures.Maintain knowledge of all organizational and government rules affecting purchases and provide information about these rules to organization staff members and to vendors.Assist in preparing formal requests for quotes or proposals; reviews specifications and evaluates bids received.Conduct supplier contract negotiations and administration; supplier sourcing and communication; and drive cost savings for ICF and our clients.Communicate with stakeholders across the organization to ensure customer and program requirements are met through the procurement process.Develop and maintain vendor relationships, including communication with sales representatives and updating lists of approved vendors.Analyze pricing, terms/conditions, specifications, and delivery dates to determine the best bid among potential suppliers.Ensure Purchase Orders, Master Service Agreements, Commercial Services Agreements, Task Orders, and appropriate Terms and Conditions are utilized.Provide effective negotiation of agreement terms and conditions as well as pricing with prospective vendors.Ensure compliance with company policies and industry regulations.Basic Qualifications:
Associate's degree in supply chain management, business administration, finance, accounting, or a related field (can substitute one year of experience for one year of education). 5+ years of experience procuring goods and services in a Procurement role such as Purchasing or Subcontract Management.Preferred Qualifications:
Bachelor’s degree in supply chain management or related field.Proficiency in MS Office Applications (i.e., Word, PowerPoint, Outlook, Excel).Knowledge of procurement of IT-related products and services. Experience with indirect and direct purchasing of goods and services. Experience with negotiating legal terms for complex contracts (Master Services Agreements, Non-Disclosure Agreements, Software licenses, etc.).Experience working under a government-approved purchasing system and familiarity with CPSR requirements. Knowledge of Federal Acquisition Regulations (FAR). Deltek Costpoint experience.Professional Skills:
Professionalism in providing administrative support, including the ability to exercise good judgment, discretion, tact, and diplomacy.A self-starter, capable of working well independently and remaining self-motivated.Exemplary attention to detail and research skills; ability to think critically.Sound business ethics, including the protection of proprietary and confidential information.Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team.Ability to work with all levels of internal staff, as well as outside clients and vendors.Bring a customer-service approach to issue resolution.Strong interpersonal and communication skills (both written and verbal) to work effectively with others within the team and collaborate cross-functionally.Strong analytical and problem-solving skills.Ability to work collaboratively in a team environment.Ability to work in a fast-paced environment and manage multiple priorities.#LI-CC1

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$79,643.00 - $135,392.00Reston, VA (VA30)
