Job Description

AECOM is seeking an experienced Senior Project Manager to lead and oversee a significant component of a Communication-Based Train Control (CBTC) program, as part of an ongoing rail infrastructure upgrade in New York. This role requires exceptional organizational, communication, and leadership skills to effectively engage with multiple stakeholders, including the client (MTA/NYCT), contractors, and cross-functional teams.

 

Key Responsibilities:

Project Leadership & Stakeholder Engagement:

Serve as the primary liaison between the project team and key client (MTA/NYCT) stakeholders, ensuring alignment of project objectives with client goals.Lead regular progress meetings with the client, contractor teams, and internal project management to provide updates, resolve issues, and propose mitigation strategies.Manage a team of direct reports and cross-functional support staff, ensuring project tasks are effectively delegated, tracked, and completed on schedule.Proactively identify, communicate, and resolve project risks and issues, including technical, commercial, and client-related concerns.

Contract & Commercial Management:

Oversee the administration of multiple design, installation, and commissioning contracts, ensuring adherence to contractual obligations and project timelines.Review and assess contractor claims, disputes, and additional work orders, collaborating with MTA legal and commercial teams to ensure proper evaluation and resolution.Manage and finalize commercial change documentation, including requests for proposals (RFPs), time impact analyses, and scope changes.Oversee the review and processing of contractor payment applications, ensuring timely and accurate disbursements.

Project Planning & Progress Reporting:

Lead the planning, tracking, and reporting of key project milestones, including design, installation, testing, and commissioning activities.Monitor the progress of CBTC carborne equipment installation, including integration of field-testing results, software development, and stakeholder coordination.Prepare detailed progress reports for both internal and external stakeholders, highlighting project achievements, issues, and corrective actions.

Technical & Field Coordination:

Oversee the coordination of field test procedures, track access, and equipment commissioning with MTA/NYCT stakeholders.Manage team efforts to secure necessary track outages and coordinate labor for field inspections, ensuring compliance with transit authority protocols.Support the integration of new technologies (e.g., 5G radio upgrades) and other emerging MTA initiatives, applying a strategic and consultative approach.

Documentation & Compliance:

Ensure timely review and closure of contractor submittals, RFIs, and other project-related documentation.Maintain oversight of test procedures and reports, ensuring that project documentation meets the standards required for project close-out.

 

 

 

Qualifications

Minimum Requirements: 

BA/BS in Civil  Engineering, Construction Management, or a related field plus (10) years of related experience or demonstrated equivalency of experience and/or education.

Preferred Qualifications:

Professional Engineer License (NY).10+ years of experience in rail or transit projects, with at least 5 years focused on CBTC or similar signaling technologies.Strong knowledge of MTA/NYCT procedures and protocols would be extremely beneficial, with proven ability to manage complex, multi-stakeholder projects in a public sector environment.Excellent communication, negotiation, and problem-solving skills, with the ability to lead diverse teams and resolve conflicts effectively.PMP certification or equivalent is desirable.Master’s degree preferred.Deep understanding of CBTC systems, rolling stock, and rail signaling technologies.Experience working with legal teams on contract interpretation and claims resolution.Strong analytical skills, with experience in risk management and project financials.Ability to manage multiple priorities and adapt to evolving project needs.
