ICF is seeking a senior level economist to support the growth of our expanding Regulatory, Policy and Economics practice, with a focus on labor, immigration, health, and transportation.

As a Senior Economics Consultant, you will help our federal government clients tackle challenging and meaningful projects that address the most important issues facing our society. Your expertise in regulatory economics, research, and sound objective analysis will inform policy decisions and help improve program effectiveness. You will also interact and collaborate with other business and technical leaders across ICF to grow and expand our regulatory policy portfolio with current and new clients (e.g., Department of Labor, including OSHA, Health and Human Services, the Department of Homeland Security, other federal, state, and local agencies, and select non-governmental organizations).
The successful candidate will have a strong understanding of the regulatory process and economic analyses necessary to support federal government policy decisions. Your expertise in policy analysis, economics, research, and sound objective analysis will lead to meaningful impacts on high profile policy-making activities.

We are flexible on location, as you will be joining a team distributed across the Washington DC Metro area, Cambridge, MA, and other locations. Travel to client sites, ICF offices and conferences may be required depending on project and client needs.
What you will be doing
Lead the day-to-day project activities. Apply subject matter expertise and thought leadership to analyze the effects and costs and benefits of policies and regulations affecting various areas including labor markets, worker safety, immigration, transportation, health, and others. Oversee delivery of services to meet client needs for timely, high-quality analyses and program support.Develop business. Make substantive contributions to sales and proposals efforts on key client accounts and identified leads. Engage in capture, bid and proposal processes and assist with developing compelling technical solutions for client audiences. Leverage relationships within federal, state and local government and non-profit sectors to help identify opportunities and present ICF’s capabilities.Grow the team. Mentor and coach junior staff. Monitor workload, provide guidance, ensure quality work products and high levels of employee engagement.Minimum Qualifications
PhD in economics, or a related discipline, plus a minimum of 5 years of relevant experience to include:
Demonstrated expertise in economic and regulatory analyses in one or more domestic US policy areas such as labor, worker safety, immigration, health, and transportation.Experience working on programs or projects related to labor, worker safety, immigration, health, and transportation.Preferred Qualifications
Expertise and experience conducting economic analyses of labor and/or worker safety issues.Demonstrated project and people leadership experience.Strong technical project management and financial project management acumen.As this is a client-facing role, strong verbal, interpersonal and written communication skills are essential.Demonstrated success delivering policy solutions to clients in a professional services / consulting setting or within a federal agency setting.Demonstrated knowledge of the federal government rulemaking process.Experience using R (preferred) or other structured programming language for data analysis.Positive, pragmatic and collaborative style, with an ability to generate enthusiasm, train and develop others, and be innovative in accomplishing goals in a large, complex, multi-cultural, and matrix environment.Working at ICF

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$87,607.00 - $148,932.00Reston, VA (VA30)
