Senior Regulatory Security Consultant

Position Summary

Apply diversified knowledge to determine the appropriate policy direction and develop recommendations for the company's physical security regulatory compliance with Federal, State and local jurisdictions. Consult with regulatory and subject matter experts throughout the company and industry to establish progressive and consistent policies, procedures, programs to meet mandatory regulatory compliance. Prepare and deliver supporting testimony in Federal, State and local regulatory proceedings, administrative rulemaking as necessary. Coordinate physical security regulatory compliance activities in assigned jurisdictions. Participate and lead as a member of Federal regulatory bodies to include the Dams Sector Coordinating Council, American Gas Association (AGA) and Edison Electric Institute (EEI) Security Committees.

Essential Responsibilities

Develop and coordinate physical security regulatory programs, policies, procedures s based on mandates issued by Federal, State and local government. Coordinate regulatory filings and associated data requests for multiple jurisdictions concurrently.Identify impacts of regulatory initiatives on company facilities from state-specific to national perspectives. Develop alternatives to the point where they are taken to senior management for final decision-making.Continuously interact with regulators, stakeholders and internal customers to identify and proactively pursue results that reflect the company's regulatory policies and strategies of physical security mandates, policies and initiativesAdvocate the company's positions with regulators and stakeholders in a variety of forums (e.g. regulatory proceedings, administrative rulemaking, hearings, councils, industry organizations, etc.) Advocate physical security policies in assigned jurisdictions that are consistent with company policies in other jurisdictions. Maintain oversight of regulatory rulemaking activities in assigned jurisdictions and provide written and oral comments to prepare and deliver supporting testimony as required.Serve as liaison with internal regulatory departments. Manage audits with internal departments and provide Enterprise Security management with findings.


Minimum Requirements

Minimum of 10 years of industrial security experience in a corporate environment with extensive knowledge in the electric, gas or hydro energy sectors or a combination utility and 10 years or equivalent experience in a physical security regulatory field.Completion of a four-year academic degree preferably in Security Management, Criminal Justice or Business Administration or a combination other relevant security education.8 years regulatory project management and experience developing and managing physical security requirements to meet Federal, State and Local government mandates.Excellent written and oral communication skills are required.Must be able to qualify for and obtain a Federal Government security clearance.Must be able to work flexible hours to meet situational demands.Frequent travel and must be able to travel with little advanced warning.This position is subject to 24-hour on call status and response. Valid driver's license.

Professional certification - CPP (Certified Protection Professional)

Non-Bargaining

The anticipated starting base pay for this position is: $81,000.00 to $115,867.00 per year
