What You Will Do

The Southern California Natural Resources Team is looking for a an experienced Regulatory Specialist to support permitting needs, including preparing permit applications for individual, general, and programmatic permitting efforts with the U.S. Army Corps of Engineers (Corps), Regional Water Quality Control Board (RWQCB), California Department of Fish and Wildlife (CDFW), and California Coastal Commission (CCC), working with the restoration team to draft mitigation-related documents, working with the biological team to support consultations with the U.S. Fish and Wildlife Service (USFWS), and other technical documents, and conducting jurisdictional delineations pursuant to agency-approved methods. You will join an existing team of dedicated Natural Resources professionals that includes wildlife biologists, botanists, aquatic resource biologists (waters, wetlands, and riparian areas), restoration ecologists, regulatory specialists, and environmental compliance specialists. The position can be based in Southern CA with office locations in San Diego, Irvine, Los Angeles, CA. Option to work remotely within Southern California.

Basic Qualifications

BS/MS/PHD in biology, ecology, environmental science or a related discipline.

3+ years of experience completing project permit applications and supporting documents under the Clean Water Act (Sections 401 and 404), Porter-Cologne Water Quality Control Act, Section 1600 of the State Fish and Game Code, for the Corps, SWRCB/RWQCB, CDFW, and CCC.

Preferred Skills/Experience

Conducting or reviewing Jurisdictional Delineations

Working understanding of the aquatic resource regulatory review process.

Conducting California Rapid Assessment Method (CRAM) assessments

Programmatic permitting (developing or complying with Regional General Permits or other programmatic permits)

Experience preparing proposal scope and budgets

Demonstrated ability to interface with clients, prepare meeting agenda, and meeting minutes

Demonstrated ability to work in a team environment and with regulatory agency personnel

Professional Skills

Strong verbal, interpersonal and written communication skills

Strong analytical, problem-solving and decision-making capabilities, including ability to identify existing or potential problems and recommend solutions

Team player with the ability to work in a fast-paced environment

Sound business ethics, including the protection of proprietary and confidential information

Ability to work with all levels of internal staff, as well as outside clients and vendors

Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)

Ability to be flexible to handle multiple priorities and to work limited overtime as necessary

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$87,607.00 - $148,932.00
