This posting is for a Senior Right of Way Agent in the Division 5 Right of Way Unit. The Right of Way Unit is responsible for the acquisition of all necessary Rights of Way and Easements needed for construction and/or improvement of all highway projects on the State Highway System. This is a supervisory level position which will assist the Division Right of Way Agent in directing the daily goals and responsibilities of the Division. In this position you will be responsible for the more complex or specialized acquisitions requiring higher level analytical, problem solving, negotiation, and communicative skills.
You will be responsible for assisting the Division Agent with management of the negotiation and acquisition of right of way for the construction and maintenance of the state transportation network. In addition to the actual acquisition of property, you will be responsible for property management including the maintenance and rental of properties acquired for future projects until such time they can be removed.
You are also responsible for the inspection, abatement and demolition of structures acquired by the Department that must be removed from the right of way. This position is also responsible for providing right of way information/documentation within the department, to the public, and other government agencies. The Senior Agent indirectly supervises Real Property Agent I positions and assists in management and supervision of negotiations and acquisitions of right of way for the construction and maintenance of the state transportation network not only through departmental staff but numerous private consulting firms on contract with the Department.
Knowledge, Skills and Abilities / Competencies

+ Experience in negotiations and relocation which includes a thorough knowledge of the Uniform Relocation and Real Property Act as it relates to right of way relocations
+ Working knowledge of plan reading and experience in project management
+ Experience in preparing, and researching legal instruments & public records
+ Experience drafting deed descriptions and measuring right of way areas
+ Demonstrated ability to organize and maintain electronics files
Additional Expectations
Your responsibilities will consist of assisting, planning, managing, directing, and coordinating highway right of way acquisitions and relocations on primary, secondary, urban and other projects assigned to the Division. You will be expected to supervise other agents and provide technical assistance regarding negotiations, relocations, construction, policies and procedures to the Division Right of Way office staff as directed/required. In this position you must explain right of way concepts and procedures via written and oral communication. You must monitor and track schedules and workloads within Division to ensure timely right of way acquisition completion and project letting. You will also assist training new right of way agents and coordinate right of way acquisition activities with appropriate governmental agencies, other Units, and property owners. This position sells residual and surplus property, manage assets, and provides oversight of consultants and property management contracts. You must be able to legally operate a motor vehicle.
Minimum Education and Experience Requirements

Master’s degree in Business, Economics, Real Estate or related field from an appropriately accredited institution and one year of experience in the development, appraisal or brokerage of commercial and/or industrial real estate; or Bachelors’ degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture) from an appropriately accredited institution and three years of experience in the development, appraisal or brokerage of commercial and/or industrial real estate; or a an equivalent combination of training and experience.
