Senior Siting Specialist- Transmission and Substation Team
The Senior Siting Specialist is the senior level role for the Facilities Planning and Siting team. The incumbent will lead the siting, environmental, and permitting processes for transmission, substation, and generation projects at Pike Engineering. This role will include a diverse array of coordination with internal team members, clients, subcontractors, and other external stakeholders. Expertise in environmental assessments, utility coordination, project management, and critical thinking skills under high pressure is essential for this position. ESSENTIAL DUTIES AND RESPONSIBILITIES: Under minimal supervision, the incumbent will provide: Ensures that transmission siting, environmental, and/or permitting activities are performed in accordance with policies, practices, and standards of Pike as well as regulations and procedures as required by federal, state or local regulatory agencies. Oversees the environmental studies and permitting activities to meet in-service dates and ensure compliance. Oversees sourcing of services to subcontractors, as necessary, related to siting, environmental, and permitting. Leads multidisciplinary project teams to identify constructable, cost-effective routes and facilities which minimize environmental and land use impacts. Serves as liaison between engineering, siting, permitting, and environmental project teams. Reviews and approves siting, environmental, and permitting risks, tasks, scopes, and cost estimates. Prepares and reviews siting and environmental evaluations, assessments, reports, and studies for facility projects. Coordinates regulatory and local zoning applications (writing, exhibits, testimony, interrogatories, schedule, etc.). Develops and monitors schedules to complete siting, environmental and permitting tasks and manage identified risks. Leads communication during stakeholder meetings and public workshops. Prepares testimony and testifies before federal, state and local agencies as an expert witness on behalf of client’s projects. Organizes and facilitates project meetings related to siting, environmental and permitting. Evaluates the impact of proposed legislation and regulations on transmission projects and provides input on the development process. Establishes and fosters relationships that within Pike and with our clients, consultants, and regulatory agencies. Creates and improves standardization and process development. Gives presentations to clients, civic groups, property owners, and regulatory agencies. Conducts visual impact assessments of proposed projects and prepare visual mitigation solutions. Performs other duties as requested or assigned by management. COMPLEXITY OF WORK: Moderately routine: general policies applied. Some decision making. SUPERVISORY RESPONSIBILITIES: May act as Team Lead or Project Manager, taking charge of projects while not holding official supervisory responsibility over other employees. EDUCATION and/or EXPERIENCE Required Bachelor’s degree from a four-year college or University in Engineering, Landscape Architecture, Planning, Environmental Science or related field. EXPERIENCE 7-10 Year(s) Experience in performing siting studies. CERTIFICATIONS, LICENSES, REGISTRATIONS: Preferred Professional License – PE, PLA, PLS, and/or GISP ON-THE-JOB TRAINING: N/A LANGUAGE SKILLS: · Ability to read and interpret documents such as procedure manuals, operational procedures, etc. · Ability to write reports, Business correspondence, and procedure manuals. · Ability to respond to common inquiries or complaints from customers, regulatory agencies, or the business community MATHEMATICAL SKILLS: · Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. OTHER SKILLS AND ABILITIES: · Proficiency with ESRI, ArcGIS, Adobe Creative suite, AutoCAD Civil 3D, Microsoft Office (Excel, PowerPoint, Word, Project, and Teams) programs is desired. · Excellent written and verbal communication, organizational, presentation, and time management skills. · Ability and experience to manage multiple projects and assignments is critical. · Strong project management and leadership skills, with a proven track record of guiding teams toward project goals.
