Senior Social Worker - Intimate Partner Violence Assistance Program (IPVAP)
Summary The Cheyenne VA Healthcare System, Mental Health service, is recruiting for a Senior Social Worker for the Loveland, CO location. Serves as a Senior Social Worker whose primary responsibilities are to provide clinical support for the Intimate Partner Violence Assistance Program (IPVAP), specifically working as part of the Sexual Assault Prevention Program, both programs fall under the umbrella of the Relationship Health and Safety Program. Ensures compliance and collaboration with local facility and the VA Central Office initiatives. Develops and administers information and analytical systems to evaluate and enhance the quality of service provided to Veterans, families, Caregivers and VA employees impacted by intimate partner violence or sexual violence. Develops and implements information systems to track service activities including visits, referrals, demographics, equipment utilization and Veteran satisfaction. Develops implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Participates in direct Veteran, family, Caregiver, and VA employee contacts to identify and assess risk, safety, supports and the development and application of directed clinical treatment interventions. Advises and collaborates with interdisciplinary teams throughout the medical center on intimate partner violence (IPV) and sexual assault issues. Creates educational tools, develops programs, and implements training focused on specific IPV and SV (sexual violence) needs/issues. Provides education and in-service training to CVAHCS employees, Veterans, families, and Caregivers. Provides ongoing consultation and support to colleagues regarding IPV and SV assistance. As needed, will assist in the development and facilitation of IPV or sexual assault support groups (face-to-face, VVC or telephone) and educational programs. Distributes educational materials provided by VA, local, state, and national IPV and SV organizations. Provides referrals to VA medical and mental health treatment and to other VA services including VA benefits, as well as community-based social services and other non-VA entitlement programs. If appropriate, the incumbent provides referrals or consults for Veterans or their intimate partners to other VA programs including but not limited to Military Sexual Trauma, Caregiver Support Program, Family and Couples' Programs, Mental Health, Suicide Prevention, and inpatient services including psychiatric treatment, Substance Use Treatment, and Community Residential Care Programs. Serves as a consultant and advocate for helping staff understand the complex issues faced by Veterans, their families, caregivers, and their intimate partners who are impacted by intimate partner violence or sexual assault when seeking care from VA and other government and community agencies. Stays abreast of current federal and state legislation directed at Veterans, their family members, caregivers, intimate partners and/or VA employees who experience and/or use IPV or SV. Maintains current theory and treatment modalities by reading professional journals, attending conferences, clinic seminars and teleconferences, and materials distributed through VA and private sector sources. Serves as a liaison between the VA and community agencies. Participates in IPV and sexual assault assistance activities in the local community to promote the role of individuals who use and/or experience IPV and sexual assault. Participate on state and local IPV and sexual assault assistance councils and/or advisory boards. Develops and fosters relationships with community partners to assist with system navigation, maintain collaboration and coordinate services. Promotes the Relationship Health and Safety Program through collaboration with local VA Public Affairs Officer through interviews with local print, voice, and television media. Maintains basic awareness of local CVAHCS programs, community services, and VA Central Office IPV and sexual assault assistance initiatives. Collaborates with the IPVAP-C the events and programs for the annual Domestic Violence Awareness Month every October and the Sexual Assault Awareness Month in April that includes announcement and advertising of month-long activities, mobilization of participants, educational sessions, and VA IPV Assistance and sexual assault programs. In collaboration with other clinical staff and program managers, establishes a IPV and sexual assault protocol (resources, education, and training) sensitive to the issues of those who experience as well as those who use IPV. Provides crisis intervention when indicated including timely assessment of at-risk Veterans in crisis to identify immediate needs, evaluate risk, and initiate safety plan as appropriate. Serves on Interdisciplinary Treatment Team(s). Performs other related duties as assigned. Qualifications Basic Requirements: Citizenship. Be a citizen of the United States. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure/Certification. Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Senior Social Worker, GS-12 Experience/Education. The candidate must have at least two years of experience post advanced practice clinical licensure and should be in a specialized area of social work practice of which, one year must be equivalent to the GS-11 grade level. Senior social workers have experience that demonstrates possession of advanced practice skills and judgment. Senior social workers are experts in their specialized area of practice. Senior social workers may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management. Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice. Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes. Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills. Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area.
