Job Description:
The Senior Subcontracts Specialist is responsible for the end-to-end management of subcontracts, ensuring alignment with cost, schedule, and performance requirements. This role implements strategic sourcing plans, assesses and mitigates supplier risks, including financial considerations, and defines subcontract specifications, work statements, and terms and conditions for procuring specialized materials, equipment, and services.
Key responsibilities include preparing bid packages, conducting bidders' conferences, evaluating proposals, negotiating subcontract terms, recommending suppliers, issuing awards, and overseeing subcontract administration. This role also entails negotiating and coordinating any necessary modifications to subcontracts.
The Senior Subcontracts Specialist collaborates closely with contract administration and purchasing teams to develop and refine subcontract policies and procedures. They employ a range of methods and evaluation criteria to meet goals and objectives effectively and may sign supplier agreements and purchase orders within their authority.

Develops subcontract training and processes, supplier statements of work, tailors, and negotiates terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems in support of development, production and global sustainment for multiple contract types. Assists in the preparation of bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts.Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. May sign supplier agreements and purchase orders within established authority. Manages team of Subcontract Managers with day to day metric reviews, compliance checks and training.Ability to work closely with a diverse workforce of varying skill levelsAbility to trainAbility to prepare and present presentationsMust be able to obtain and maintain a DoD security clearance, which requires US Citizenship.Required Qualifications:
This position requires extensive experience in direct subcontract administration and management, including the development of policies, directives, and work instructions related to the subcontracting process. The Senior Subcontracts Specialist reports to the Senior Manager, ISR Subcontracts, and contributes significantly to the overall strategic subcontract management process.
Bachelor’s Degree and minimum 9 years prior related experience. Graduate Degree with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.SAP experience7+ years experience with highly complex multi-year high dollar subcontractsExperience in preparing, reviewing and managing Supplier Statements of WorkPreferred Additional Skills:
SAP or other similar operating system experienceExperience managing a procurement team in either general procurement of subcontracts
