Complete Description:
The DC Department of Corrections (DOC) is seeking a Senior Systems Analyst / Technical Consultant to be responsible / provide support for multiple aspects of Offender Management System (OMS) application support, production operations, monitoring and issue resolution activities for its mission critical systems.
OMS, a proprietary jail management software system and since acquisition, OMS has become entrenched in daily operations of the DOC, improving processes and providing management information to decisions-makers. Numerous interfaces have been built to integrate data from OMS into other software databases within DOC. DOC has over 200 Crystal Reports which utilize OMS data.
The incumbent will contribute to the development and support of the Offender Management System (OMS) and custom-built web application environments. The position is responsible for implementing user requirements in support of the work flow and responsibilities of personnel at the Central Detention Facility (CDF) and the headquarters of DOC. The Senior System Analyst / Technical Consultant is responsible for working with the vendor designers and developers to understand OMS application functionality and navigational flow.
The incumbent will also be responsible for interact with both internal staff and the OMS vendor. It is critical for the incumbent to understand the operational systems here at DOC, and what the stakeholders requires as changes to OMS systems. The Systems Analyst / Technical Consultant must translate those requirements into technical specifications to be used by the OMS vendor to develop the system modifications; diagrams must also be prepared explaining the modifications so that both technical staff and executive management can understand what must be done. The Senior Systems Analyst / Technical Consultant must propose alternative solutions that balance cost and benefit, and adequately test the possibilities for business and technical compatibility — the result of this phase of the work will enable executive management and the vendor to come to a consensus on how to proceed.
Job Requirements
ESSENTIAL FUNCTIONS:
• Translate the business needs into system requirements, communicating with the business on a non-technical level, and with the technical team on a more technical level.
• Supervising proper functioning of OMS system as an ongoing process.
• Work with COTS vendor on installations, changes, upgrades, patches and production;
• Work with various contractors and vendors on interface development and maintenance;
• Determining potential solutions and testing them for both technical and business compatibility.
• Work with users to define and work toward a resolution for problems with the application;
• Configure systems, tables, reports, functionalities and features as necessary;
• Write and maintain system documentation.
• Conduct technical research on system upgrades to determine feasibility, cost, time required, and compatibility with current system.
• Maintain confidentiality with regard to the information being processed, stored or accessed by the network.
• Work with Database Administrators and IT Operations to resolve technical issues and identify optimal solutions;
• Work with Database Administrators on table maintenance, upgrades and updates;
• Provide support and troubleshoot issues related to all assigned applications;
• Apply patches and upgrades on a regular basis, and upgrade administrative tools and utilities;
• Translate business process requirements into Offender Management System configuration
• Assist in the creation of test scenarios for user testing;
• Assist users in user acceptance testing;
• Provide system and application support including configuration, screen design and table maintenance to all end-users;
• Maintain security and confidentiality of information accessible on managed systems;
• Participate in IT Change Management process, including but not limited to drafting plans, system testing, and application of controls for all updates made to a test or production environment;
• Cross-train other team members to provide backup support;
• Provide backup support for other team members;
• Responsible for monitoring and maintaining, business logic, software and utilities and will provide after-hours support as required
• Document system problems and resolutions for future reference.

• The incumbent must be flexible as there may be work weeks that require more than 40 hours to ensure the positions expectations and responsibilities are met.
EDUCATION AND EXPERIENCE:
• Bachelor’s degree in computer science or other technical discipline; Master’s degree preferred.
• 5 – 10 years of experience is required.
