JOB SUMMARY:

CARE recognizes the unique needs of adolescents and youth and has developed frameworks and approaches to meet them. 

The Education and Skills Team (E&S) is a Unit within the Program Strategy and Innovation (PSI) Department. The Senior Technical Advisor-Adolescent & Youth Programming (STA-A&YP) is a key member and leader of the E&S team and reports directly to the Unit’s Senior Director given its strategic focus. The STA-A&YP works closely with the Team’s other clusters: Research, Advocacy and Learning (RAAL), Technical Support (TS), and Operations (Ops). Given their role in technical leadership and support, they also have a dotted line to the Director of Technical Support. The STA-A&YP is also a strategic role within PSI to support in the advancement of the Department’s and CARE’s integrated approaches to serving adolescents and youth and works collaboratively with other teams, departments, and country offices across the organization.

The STA-A&YP primarily provides technical leadership and support to program staff in CARE Country Offices (COs) and CARE Member Partners (CMPs) implementing integrated programming serving adolescents and youth, with a focus on education and skills as a pathway. The STA-A&YP sets and champions the vision and plan for advancing this work in close collaboration with the Sr. Director, other Directors, and other colleagues across CARE. The STA-A&YP also supports knowledge, learning, and positioning by helping to identify and synthesize emerging trends and innovative work in adolescent and youth programming and by helping to share findings more broadly to promote learning. As such, the STA-A&YP will need to represent and position CARE’s A&YP work internally and externally, building solid working relationships with development partners and other stakeholders. The STA-A&YP also supports resource mobilization of adolescent & youth programming to generate additional funding for A&Y programs. Finally, the STA-A&YP is a part of the E&S team’s and is expected to participate in all key meetings and take on additional relevant tasks as/where needed. 

The STA-A&YP must have strong experience in program design and implementation of adolescent and youth programming, with a focus on education and skills development. They must bring experience identifying and applying best practices in this area. They must have excellent interpersonal communication, facilitation, and analytical skills to work closely with project teams on specific deliverables and to design and carry out more strategic initiatives. They should also have experience in designing for resource development. 
The STA-A&YP can be based in the United States or another designated country approved by CARE USA. As part of a global team, the STA-A&YP must make themselves available to work with various teams around the world. A Master’s or advanced degree in Education, International Development, or a related field, excellent writing skills and proficiency in English, and a willingness to travel up to 30% of the time are required. The ability to speak Arabic, French, Portuguese, or Spanish or another language is required. 

RESPONSIBILITIES:

Technical Strategy 

Champion CARE’s technical approaches to support adolescents and youth, incorporating them within CARE’s impact area strategies and its work in education, skills, and adolescent empowerment.  As part of such, the STA-A&YP will set and achieve annual goals for integrated adolescent and youth programming, including setting strategies for CARE’s accelerated education and leadership development portfolios. In particular, this advisor will take the lead on advancing approaches that build holistic skills among young people, including skills for employment and entrepreneurship.  Lead CARE’s Adolescent and Youth Working Group with a clear agenda and work plan and other committees/groups that may arise to advance this work within PSI and CARE.

Technical Support and Capacity Strengthening on Adolescent & Youth Models 

Provide technical leadership and support in applying approaches to meet adolescents’ and youth’s various needs to individual large projects, as assigned. As part of such, the STA will be expected to lead and/or support the completion of complex technical deliverables and reports in close coordination with project and country office teams as well as to work closely with other project stakeholders, including the government, other partners, and the private sector.  As with other technical advisors, they will be expected to work with the other clusters and other teams to support the team in the tracking and completion of project work plans, deliverables, and reports using CARE and donor program quality standards. The STA is expected to engage proactively and regularly with project staff to identify where they can best lead and/or support. The STA is expected to travel as needed to support project deliverables and to support monitoring and learning visits. Provide technical leadership and support to portfolios of projects, including accelerated education, leadership development, and skills for work. This will require developing and completing comprehensive reports and other deliverables to document the progress and advance the portfolio of projects within CARE and externally.   To do so, this position will work in collaboration with other team members and teams working on these projects. Provide capacity strengthening support to other team members, project teams, and country offices and project teams in models to support adolescents and youth, particularly through education and skills development. 

Knowledge Management, Learning, and External Positioning 

Identify and incorporate best practices globally for integrated models for adolescent and youth programming . Track, analyze, document, and raise up evidence and learning from CARE’s adolescent and youth programming in meaningful ways for CARE colleagues and external audiences to learn from and use.  Identify and advance opportunities to highlight CARE’s work with adolescents and youth in coordination internally and externally with the other clusters and other teams. Represent the team internally related to program quality, research and impact measurement as it relates to adolescents and youth, and the promotion of integrated programming for shared impact groups such as the Adolescent & Youth Working Group, Charge, etc.  Represent CARE in strategic external conferences, working groups, and coalitions as it relates to adolescents and youth. This will require them to develop and deliver presentations and actively network and collaborate with peer organizations (INGOs and NGOs), think tanks, universities, research centers, etc., that are engaged in work on similar topics. 

Resource Mobilization

Support in the creation of the vision for growth and associated resource mobilization needed for adolescent and youth programming in coordination with the Senior Director, Directors, and other teams. Identify and evaluate new opportunities for funding related to advancing CARE’s adolescent and youth programming. Serve as technical lead and/or as technical support on relevant resource mobilization opportunities, including drafting and reviewing complex concepts and proposals, integrating best practices, CARE’s evidence, and CARE’s quality program standards. 

QUALIFICATIONS:

A Master’s or advanced degree in Education, International Development, or a related field. Excellent verbal and writing skills in English, particularly communication and presentation skills for engaging with diverse audiences. At least 10+ years of professional experience in working with adolescents and youth in designing and implementing integrated programming, ideally in development contexts.  A strong understanding of global approaches to meet the varying needs of adolescents and youth, including in accelerated education and building of leadership, life, and work skills.  Experience moving a portfolio of projects forward and advancing individual projects/initiatives.  Strong presentation, training, workshop development and facilitation skills among diverse audiences. Experience leading the design of integrated programs through complex concept notes and proposals. Familiarity with research/analytical skills. Ability to establish and maintain effective partnerships and working relationships with donors and other development partners. Experience working in developing contexts and in different cultural contexts. Demonstrated ability to facilitate teamwork, to mentor colleagues, and to work collaboratively across technical teams. Computer proficiency (including word processing, spreadsheets). Ability to speak Arabic, French, Portuguese, Spanish or other key language.  Ability to travel up to 30% of their time.
