JOB SUMMARY:

The Senior Technical Advisor (STA): Digital Health, will provide technical and programmatic leadership and guidance in the areas of health technology systems, including digital health policy, planning for the use of technology and innovations to improve health. S/he will provide guidance and lead on policies and procedures related to data security, data confidentiality and data storage with the ultimate goal of improving the prevention, care, treatment and health outcomes globally, and in support of the CARE's Right to Health Strategy, as well as CARE's flagship initiative 'She Heals the World', taking into account the different contexts that CARE's Right To Health strategy is being implemented.

S/He will be responsible for leading efforts in digital technology for health by supporting country offices, local civil society organizations and Ministries of Health in strengthening the health technology capacity, primary health care and district health systems in order to improve the quality of services communities receive. The STA will work with technical teams and with the Global Public Health community to identify continuous quality improvement projects to improve the quality of health technology initiatives that CARE is involved in. The Senior Technical Advisor will lead the implementation and efficient delivery of an innovative and dynamic Health Technology system portfolio that positions CARE and the HER team as a thought leader in the digital health technology space, as well as identify industry leaders that CARE can work with as thought partners.

Reporting to the Sr Director, Health Equity and Rights , and matrix managed by the Senior Director, Global Digital Solutions, S/he will work in close collaboration with HER and resource mobilization teams, and play critical role in reaching out to donors that are willing to fund health projects focused digital technology. Understanding technology and how technology can be applied in digital health space is required for this position. As a result, advanced knowledge of technology and knowledge of the global landscape of digital health is important for this role.

RESPONSIBILITIES:

 Lead CARE's portfolio of digital health initiatives to increase health outcomes

Identify, in consultation with HER Sr Director and the Senior Director, Global Digital Solutions, creative and innovative technical approaches to health technology systems strengthening that are gender responsive, locally led, and have the potential of being globally scaled to improve key impact indicators for CARE and the communities we serve. Maintain a deep understanding of the breadth and scope of the local health technology systems and innovations landscape, especially related to primary health care systems in the Global South. Work collaboratively with the Resource Mobilization and Knowledge Management teams to ensure strong connection between Program Strategy, and leveraging digital technology/innovations to lead to a healthy pipeline of documentation of the impact of digital technology on health outcomes, for the donor community and the broader global public health community in digital health, and integrating digital innovations for health in all health funding opportunities. In coordination with Global Digital Solutions team, support the development of digital health strategy to accompany the implementation of CARE's Right to Health strategy as well as guide country specific work. Support and identify new technologies, and workable solutions to address project and program needs.

Serve as HER's primary point of contact (POC) for digital solutions to health issues

Lead the integration of continuous quality improvement and quality assurance efforts across CARE's digital health portfolio from the program design phase through implementation, monitoring, and evaluation. Document, adapt and update new and innovative approaches to health technology systems and digital health technology both within CARE programs, Ministries of Health, provinces, and districts, as well as local civil society organizations, as needed through relevant partnerships. Strengthen ongoing collaborations with local civil society organizations focused on health technology systems and digital health technology through regular monitoring, remote review, and field visits. Lead skills building, coaching, and workshop training/facilitation on specific skill sets for country teams, based on their needs and in collaboration with STA's and project managers to strengthen local health technology systems in countries and communities where we serve. Collaborate with the Impact Learning and Knowledge Assurance (ILKA) team as well as the digital/innovation hub of the program strategy and impact unit, to enhance, monitor, evaluate, and learn from our digital health portfolio and disseminate, market, and communicate lessons learned.

Lead digital health initiatives and support CARE Country offices and key partners

Lead in articulating, communicating, and strategically positioning CARE's core areas of expertise in local health technology systems strengthening and front-line health worker support, protection, mentoring, supervision, and equipping with sustainable technologies to improve health outcomes. In coordination with the Global Digital Solutions team, support excellence in work products, methods, and procedures related to digital health technology to improve health outcomes. Meet regularly with Global Digital Solutions, HER technical teams, COs, and Global Public Health Technical Assistance Cohort staff to identify areas for growth, recognize achievement, and resolve problems. Function as a resource to Program Managers and STAs by staying up to date with emerging trends in the health technology systems strengthening/digital health technical area both domestically and internationally. Support COs with technical digital health advice and strategy, as well as with program implementation. Work collaboratively with the lead STA for CARE's FLHWs strategy to support ongoing initiatives and design new innovative programs with COs for implementation.

Networking and Resource mobilization 

With guidance from the Senior Director and the director of Programs, in close coordination with relevant functional area team leads and Senior Technical Advisors/Project Directors, engage with donors around specific projects and represent CARE's digital health portfolio more broadly. Represent the HER team as appropriate, in meetings with stakeholders, conferences, and other venues as designated by the Sr. Director. Maintain solid working relationships with CARE's Resource Mobilization Teams, donor relationship managers, and the donor community. Support the Sr. Director, and Health team technical leads as the liaison with donors in the areas of oversight, reporting, compliance and relevant technical reporting for digital health projects. Drive compelling, succinct donor reporting for major digital health projects.

Overseeing the digital solution through CARE's Flagship Program-'She Heals the World'

Conduct mapping of current uses of digital technology to support Frontline Health Workers (FLHWs) both within CARE; and Globally; including evidence and gaps. Build on ongoing work with CARE's digital platform 'HEAL Hub' and work with the team to develop a comprehensive and sustainable conceptual for CARE's work with FLHWs. Review digital health policies and strategies of the HER priority countries and guide program design for selected countries. In coordination with Global Digital Solutions team, identify platforms, unions, partners, and donors in line with our flagship initiative as well as our broad health work. Identify the objectives of each digital solution (e.g., training, decision algorithm, data collection, workforce supervision, tool for referrals, etc.) Identify CARE’s role and added value within the digital health world, particularly related with FLHW agency, wellbeing and, for effective last mile health service delivery

QUALIFICATIONS:

Master’s degree in public health or related field. Bachelor's Degree or International Equivalent in Computer Science, Computer Engineering, Information Technology, Management Information Systems or Related Field. 5-7 years of experience in global health with a special emphasis within the sexual and reproductive health; and/or broader health technology systems strengthening, or digital health technology spectrum required. Strong skills in project monitoring, evaluation, and learning, with particular focus on performance management and project management information technology systems. Has the ability to manage and prioritize multiple requests for support, set realistic priorities, and plan for the successful implementation of activities. Expertise in program continuous quality improvement (CQI), quality assurance and total quality management (TQM). Excellent skills in strengthening service delivery programs and organizational capacity strengthening, facilitating training workshops, supporting continuous quality improvement projects and monitoring and evaluation. Applied experience implementing sexual and reproductive health and/or health technology systems strengthening programming. Excellent oral and written communication skills in English (one additional language e.g. French, Spanish, Portuguese, Arabic desired) Concept paper development and superior grant and proposal writing skills with evidence of writing and winning proposals. Demonstrated commitment to global sexual and reproductive health programs; and/or health technology systems strengthening programs.
