Michael Baker International is seeking an experienced and motivated Senior Technical Manager to join our team in Alexandria, VA. The successful candidate will be a senior-level experienced manager who will oversee the leadership and management of a portfolio of technical projects executed by multi-disciplinary teams across various geographic locations. This role requires a strong ability to manage technical staff, ensuring effective collaboration, professional development, and optimal performance. The candidate will be responsible for aligning team efforts with organizational goals, fostering a culture of innovation, and maintaining high standards of technical excellence. This position will be an integral member supporting flood risk, resiliency, and disaster work on contracts with the Federal Emergency Management Agency (FEMA), including FEMA Headquarters and Regions 1, 2, 3, and/or 5; may be asked to support other contracts as needs arise. This role specifically focuses on coastal engineering, involving flood risk, numerical modeling, design, and mapping.
Responsibilities include:
Provide technical leadership for national coastal engineering projects involving flood risk, numerical modeling, design, and mapping, especially with meeting the G&S requirements in Floodplain mapping. Develop and implement contract-wide quality assurance and quality control measures for Risk MAP production studies. Direct and coordinate activities of multi-disciplinary staff to ensure project delivery per quality standards. Oversees adherence to project plans and established business processes, including quality assurance plans and standards, specifically FEMA’s Guidelines and Standards. Participate in client meetings and follow through on assigned action items directly with clients and communities. Provides guidance to team members for high quality delivery across the full project lifecycle, including developing estimates and forecasts. Personnel management including team building, leadership, mentoring, and professional development. Cultivate, manage, and strengthen client relationships and guide application of services to best serve the interests of the client and Michael Baker International. Support business development and proposal efforts targeting various coastal engineering opportunities. Provide technical oversight with writing reports and memorandums for different audiences. Engage with open-source products to develop numerical tools and solutions. Collaborate on developing innovative tools and products to deliver project excellence and best practices. Serve as a subject matter expert to FEMA coastal hazard and risk mapping.PROFESSIONAL REQUIREMENTS:
Minimum of 15 years of related experience working with FEMA’s Risk MAP Program and study production (non-negotiable requirement). Four-year Bachelor’s Degree in Engineering, Geography, Planning or related technical discipline. Demonstrated knowledge of FEMA’s Risk Mapping, Assessment and Planning (Risk MAP) program, FEMA’s Guidelines and Standards for Flood Risk Analysis and Mapping Activities Under the Risk MAP Program, and the National Flood Insurance Program (NFIP). Expertise in coastal flood risk studies and numerical modeling. Significant knowledge and understanding of flood risk mapping production and corresponding quality assurance methodology and management. Must have knowledge of FEMA's study process, including related guidance documents and standards. Strong attention to detail and demonstrated ownership and accountability for work. Excellent oral and written communication skills, proactive communicator, and problem-solver. Capability to work in a dynamic environment, including a demonstrated willingness to be flexible and adaptable to changing priorities. Ability to work collaboratively with a wide array of individuals from various backgrounds, including engineers; planners; GIS professionals; federal, tribal, and state government officials; and the public. Strong multi-tasking and organizational skills. Ability to manage scope, schedule, and budget requirements, working with multi-disciplinary teams under limited supervision. Strong track record of overseeing successful project delivery with a drive for quality product and financial excellence. Demonstrated supervisor and mentoring skills. Must be able to build rapport and establish positive relationships with existing and prospective Michael Baker International clients to ensure client-focused performance. Intermediate to advanced Microsoft Office skills, including Microsoft Word, Excel and SharePoint. Professional Engineer (PE) Certified Floodplain Manager (CFM) Project Management Professional (PMP) Certification Ability to travel periodically, as needed (less than 20% and once travel restrictions are lifted) Industry involvement (e.g. Association of State Floodplain Managers (ASFPM), Project Management Institute (PMI), etc.)Compensation: The approximate annual compensation range for this position is $150k - $185k. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
