Position Purpose:
Lead, write, edit, and participate in proposal / business development activities as it relates to Information Technology and Health Plan Operations (such as Digital Experience, Cybersecurity and Core Processing Systems).Develop and maintain detailed repositories of reference materials to inform proposal development and improvement activities.Develop and maintain system diagrams, process flows, marketing material graphics, or other forms of visual communication.Analyze and interpret complex government requirements and use project management skills to develop compelling responses to complex RFPs and RFIs within tight deadlines. Conduct market, competitive, and regulatory assessments to identify strategic opportunities and devise action plans as it relates to Information Technology. Collaborate with product owners and technical Subject Matter Experts (SME) to understand system capabilities and product offerings to ensure proposal content is complete, accurate, and timely. Translate offerings into language easily understood by state/government customers.Monitor all RFP and RFI content to ensure responses are consistent with Centene’s Information Technology capabilities and strategies.Lead discussions with Information Technology and business partners to clarify RFP related program requirements, develop response narratives, and identify opportunities to bring new or enhanced technology solutions to market.Partner and support delivery teams in facilitating the implementation of technology solutions within and across markets.Present and effectively communicate technology concepts, commitments, and RFP response approaches to senior leadership. Participates in proposal planning and development meetingsEngages in a variety of non-proposal writing and documentation projectsEnsures regularly scheduled technical tasks are accomplished on timeAssists in other Business Development and Strategy activities as neededPerforms other duties as assignedComplies with all policies and standardsEducation/Experience:
Requires a Bachelor's degree and 4 – 6 years of related experience.
Or equivalent experience acquired through accomplishments of applicable knowledge, duties, scope and skill reflective of the level of this position.
