Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS grade 14 Step 1 to the highest equivalent GS 15 grade step 10 in the broadband. Responsibilities Works with the US Army Evaluation Center (AEC) or other evaluation offices in the development of the TEMP, System Evaluation Plan (SEP), Design of Experiments (DOE) and the Evaluation Decision Reviews in the planning phase of the project. Provides technical advice on the appropriate level of testing required for the systems being evaluated with the responsibility of determining and ensuring system effectiveness, suitability, survivability, and safety. Support Test and Evaluation (T and E) by supporting Program of Record and Quick Reaction Capability programs in planning, directing, coordinating, managing, and reviewing all elements of test and evaluation. Integrate functional areas such as safety, logistics, and acquisition management, planning, documentation, and execution in accordance with policies, regulations and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service. Specialized Experience: One year of specialized experience at the NH-03/GS-13 grade level in the federal service which includes: 1) Providing oversight for the development of Test and Evaluation (T&E) activities in support of an organization; 2) Reviewing/developing all test documentation such as Test and Evaluation Master Plans, Test Reports, Test Plans, Emerging Results Briefs and/or Operational Test Readiness Reviews. 3) Briefing leadership on test strategies and plans. You will be evaluated on the basis of your level of competency in the following areas: Communications Planning and Evaluating Technical Competence Technology Application Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Career Program (CP) 36 - Analysis, Modeling and Simulation position. You may claim military spouse preference (MSP). Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
